50 forums locked out of Parliament

“I, therefore, advise you to observe the following guidelines with regard to forums. Do not provide offices and stationery to any parliamentary forums, because they should rent offices outside the precincts of Parliament. Do not assign Parliamentary staff to support the forums, because they have no recourse to the funds of the Parliamentary Commission.”

The directive is contained in an April 14, 2026, internal Memo signed by the Clerk to Parliament, Adolf Mwesige Kasaija, addressed to all heads of departments in Parliament, under the subject matter on facilitation of parliamentary forums.
