UNEB supervisor warns UCE candidates, invigilators against examination malpractice

 Barongo warned that any candidates who engage in collusion and impersonation shall have their results cancelled in accordance with sections 38 and 39 of the UNEB Act, Cap 259.

The Uganda National Examination Board (UNEB) Area Supervisor in Kagadi District, Ramadan Nyondo Barongo, has warned candidates and invigilators for the 2026 UCE exams against engaging in examination malpractice, as they risk arrest and prosecution in court.


‘'Anyone convicted of unauthorised exam possession, willfully or negligently assisting a candidate or leaking exam papers is liable to a fine of up to 2,000 currency points (sh40m), a term of imprisonment of up to 10 years or both. The act can also lead to cancellation of entire results or withdrawal of the centre or affected schools deregistered,” said Barongo.

He cited several examination malpractices as leakage, prior knowledge, external assistance, smuggling of unauthorised materials, copying, collusion, impersonation, and substitution of examination scripts.

He warned that any candidates who engage in collusion and impersonation shall have their results cancelled in accordance with sections 38 and 39 of the UNEB Act, Cap 259.

Barongo, who doubles as the Head Teacher of Kagadi Government Secondary School, said a total of 2,000 candidates registered for the Uganda Certificate of Education (UCE) from 25 examination centres in Kagadi District.

Barongo made the remarks on Friday, October 09, while briefing candidates and their invigilators at Kagadi Government Aided Secondary School.

He, however, named a number of challenges government schools are facing, citing lack of laboratory equipment, computer laboratory, library, examination halls, inadequate staff on payroll, staff quarters, dormitories and classrooms.

Tophil Byarugaba, the Director of Studies at Kagadi SSS, said candidates have been prepared for UCE exams. 

''We have equipped our learners with the necessary skills and knowledge to pass the papers. We completed the syllabus in the second term, and this third term was for research, class discussions, benchmarking, assessment and regional mock exams. We are, therefore, optimistic that they will excel with flying colours,'' said Byarugaba.

Omukwenda Julius Alinda, the District Inspector of Schools, Kagadi, reiterated the need for those deployed by the Uganda National Examinations Board in the Management of UCE exams, such as Police, Heads of centres, invigilators, supervisors, scouts and chief invigilators to exhibit a high degree of professionalism with  integrity, honesty, vigilance, impartiality and transparency for the smooth conduct of the one-month exams.

‘’The board is confident that you will discharge this responsibility satisfactorily and without negligence and to oversee any form of examination malpractice at centres of deployment. It also requires that you be conversant with rules and regulations on the conduct of the examination,’’ said Alinda.

Beatrice Mbabazi, the acting District Education Officer, added her voice by sounding a stern warning to Heads of centres to desist from indulging in any form of examination malpractice that will lead to cancellation of results, withdrawal of the centre and prosecution in courts of law.

A section of candidates at Kagadi SSS, St. Adolf Tibeyarirwa, Mpefu Seed SS, Naigana SSS, Mugalike SSS, Bwikara sss, Bunyoro sss and Kagadi Peoples SSS expressed optimism that they will excel due to a number of assessment tests, early completion of the syllabus, benchmarking, group discussions, debates and teachers' guidance.
