KAMPALA - Makerere University has launched the construction of the Open, Distance and e-Learning (ODeL) Building, a move expected to boost digital learning and skills development in Uganda and Africa.

The university officially launched the construction of a five-storey facility that will house the ODeL Centre, located at the College of Engineering, Design, Art and Technology (CEDAT).

The event, held on March 24, 2026, included the unveiling of the ODeL Master Plan, targeting an inclusive, technology-driven approach to learning.

The project, dubbed the MAK-ODeL Centre, is funded through a grant from the Government of South Korea via the Korea International Cooperation Agency (KOICA).

Once completed, it will deliver a dedicated 4,000-square-metre hub designed to support open and distance e-learning across disciplines.



Speaking at the launch, KOICA Country Director Jihee Ahn emphasised the importance of collaboration in delivering the project, praising the joint efforts of Korean partners, Makerere’s project management team, and the construction and consulting teams.

Quoting an African proverb, Ahn noted, “A single stick cannot make fire,” underscoring the collective effort behind the initiative.

Drawing from Korean wisdom, she added, “A journey of a thousand miles begins with a single step,” describing the groundbreaking as a crucial first step toward positioning Makerere as a continental leader in open and distance education.

“This new building will not be just a physical structure but a driving force that advances our shared vision,” Ahn said. “KOICA looks forward to continued cooperation with Makerere University and all partners as we move forward together.”

Representing the University Council Chairperson Dr. Lorna Magara, Dr. Silas Ngabirano highlighted the broader significance of the project, describing it as a turning point in bridging traditional teaching methods with modern learning needs.



“This project is more than just providing technology,” Ngabirano said. “It is about enhancing capacity for our students, faculty, and staff. It is about making education more accessible and affordable, while fostering innovation, creativity, and lifelong learning.”

He urged both staff and students to embrace online and distance learning opportunities, reaffirming the Council’s commitment to expanding access to quality higher education.

The Vice Chancellor, Prof. Barnabas Nawangwe, represented by the Deputy Vice Chancellor for Academic Affairs, Prof. Sarah Ssali, underscored that e-learning is a central pillar in Makerere’s Strategic Plan for 2026–2030.

She noted that the initiative aligns with Uganda’s broader development agenda, particularly the digital transformation goals outlined in national planning frameworks.

“ODeL provides opportunities for students inside and outside Uganda to engage in learning, access cutting-edge research, and participate in innovation and entrepreneurship,” she said. “Now that ODeL is getting a home, there is no excuse for not delivering.”

Prof. Nawangwe expressed gratitude to KOICA and the people of South Korea for the US$12.2 million grant, describing it as a testament to Makerere’s standing as a centre of academic excellence and innovation. He further acknowledged the support of the Ministry of Education and Sports and the Ministry of Finance, Planning and Economic Development.



The project leader, Prof. Henry Alinaitwe, outlined three core components of the project: the development of the ODeL Master Plan, enhancement of e-learning infrastructure through a state-of-the-art facility and modern equipment, and capacity building to equip staff with the skills needed to produce high-quality digital content.

Alinaitwe revealed that the construction, valued at $3.7 million (sh14b), is being undertaken by SMS Construction Ltd, with designs developed by ArchForum Consultants Ltd. The facility is scheduled for completion by September 29, 2027.

Prof. Alinaitwe explained that the ODeL Master Plan was developed through a highly consultative process involving a wide range of university stakeholders to ensure inclusivity and relevance.

He expressed appreciation to implementing partners, including the Korea National Open University and the Korea Institute of Development Strategy, for their technical and strategic support.

He commended the Makerere University Council for allocating space for the facility and committing to its long-term maintenance once operational.

Prof. Alinaitwe recognised the dedication of the project implementation team, including Dr. Venny Nakazibwe, Prof. Paul Muyinda, Dr. Godfrey Mayende, Samuel Mugabi, Alex Mwebaze, Dr. Kenneth Ssemwogerere, and Dr. Lydia Mazzi Ndandiko, for their tireless efforts in steering the initiative.

Prof. Alinaitwe acknowledged KOICA Country Director Jihee Ahn for expanding the scope of the project beyond CEDAT to encompass the university community, ensuring that the benefits of the ODeL Centre extend across multiple disciplines.
