BUDGET REACTIONS: Accountability, Implementation Shall Define Budget Outcomes

The FY2026/27 budget is ambitious and well-structured. The sh84.39 trillion spending plan and the projected 10.2% economic growth signal government’s commitment to economic transformation. However, the success of the budget will largely depend on effective implementation and accountability. Government should strengthen support for Micro, Small and Medium Enterprises by simplifying business registration and licensing procedures.

The Katale Loan Facility will expand market access and reducing operational bottlenecks would have a greater impact on small businesses. Programmes, such as the GROW Project and the Uganda Women Entrepreneurship Programme should go beyond providing credit to include market linkages, certification support and digital skills development.

Empowering women-owned businesses is critical to ensuring inclusive economic growth and enabling more Ugandans to benefit from government interventions. The Budget Discipline Charter for accounting officers is welcome, but will need strict enforcement.
