Anne Juuko starts role as Director General of East African Development Bank

The Governing Council of the East African Development Bank (EADB) has appointed Anne Juuko as the Bank’s Director General effective October 2, 2026.

Juuko is an accomplished regional banker and financial markets executive with over twenty years of experience across East and Southern Africa in banking, financial markets and executive leadership.

She joins EADB from the Standard Bank Group, where she served as Regional Head of Global Markets for Eastern Africa.

She previously served as Managing Director and Chief Executive Officer of Stanbic Bank Uganda, Head of Corporate and Investment Banking at Standard Bank Namibia, and in senior roles at Citibank Kenya and Citibank Uganda.

Announcing the appointment in Kampala, the Chairperson of the EADB Governing Council and Rwanda’s Minister of Finance and Economic Planning, Hon. Yusuf Murangwa, said: “Anne Juuko is a distinguished financial sector leader with a strong record of delivering growth across multiple African markets. Her deep understanding of the region’s economies, capital markets and development financing will be invaluable as EADB enters its next phase.”

Building on the achievements of management and staff and supported by a Governing Council committed to excellence in governance, my priority will be to deepen the Bank’s development finance role, unlock new sources of long-term capital, and cultivate strategic partnerships that expand our reach and deliver lasting socio-economic impact across the region.”

The Governing Council, at the same time, resolved to implement reforms to further improve the performance of the Bank.

Hon. Murangwa commended the Bank’s management and staff for their dedication and the strong progress achieved to date. He noted that EADB had delivered an outstanding performance in 2025, with profit before tax increasing by 51%, loan disbursements increasing by 140%, and maintaining investment-grade credit ratings of A from S&P Global and Baa3 from Moody’s, both with stable outlooks.

“The Bank has continued this positive momentum and is well positioned for its next phase of growth. Ms. Juuko joins EADB at a pivotal moment, inheriting a strong foundation from which to accelerate the Bank’s transformation, unlock its considerable untapped potential, and deepen its impact across the region.

The Governing Council is confident that, under her leadership, EADB will further strengthen its position as East Africa’s premier development finance institution, expand support to its Member States, and play an even greater role in driving regional economic growth, integration, and sustainable development”, he said.

On the reforms aimed at further improving performance of the Bank, he added: “Strong governance is the foundation of a credible development bank. The resolutions adopted today will help the Bank to build on the solid foundation already established to deliver better results to our Member States and the region.”

The Governing Council expressed its sincere appreciation to Mr. Benard Mono, Senior Director, Finance and Treasury, for his leadership and stewardship of the Bank during the interim period, ensuring continuity and stability throughout the transition.
