Hajji Yunus Kakande, the secretary in the Office of the President, has suspended Paul Waiswa Bweni Bwamwiko, the deputy Resident District Commissioner (RDC) of Luuka District, over gross misconduct.

"Following a complaint from Abudallah Kisige alleging physical assault on him, the management has considered this a criminal matter that should be handled by the Police,” stated Kakande in the March 3 letter addressed to Bwamwiko.

Kakande said this act brings the Public Service into disrepute while in violation or contrary to Section (F-r), paragraph 5(b), (d), and (k) of the Uganda Public Service Standing Orders (2021).

“Given the above, I hereby suspend you from duty as Deputy Resident District Commissioner-Luuka with immediate effect,” Kakande said.

Bwamwiko was asked to hand over his office, the government vehicle and any other government property in his possession, except the employment identity card, in accordance with Section (F-d) of the Uganda Public Service Standing Orders (2021).

The deputy RDC was also asked to prepare a written defence in regard to the allegation as contained in Kisige's written complaint against him.

“You should, therefore, show cause why your case should not be forwarded to the Rewards and Sanctions Committee of the Office of the President for further disciplinary action against you. Your defence should reach my office within 14 days from the date of this letter,” Kakande said.
