Gen. Muhoozi in Rwanda for private visit

Special Presidential Advisor on Special Operations General Muhoozi Kainerugaba has flown back to Rwanda for a special visit.

Gen. Muhoozi flew to Rwanda on Friday (October 14) and tweeted, “happy to be back in the land of our ancestors. The tallest men on earth!”

Details about the visit remained scant by press time. 

This is Gen. Muhoozi's third visit to Rwanda since the beginning of this year and his second since March 14.

His visit comes after he was dropped as the Commander Land Forces by President Yoweri Museveni, but promoted to the rank of General on October 4, 2022, over what many said his dropping was caused by his controversial tweets about capturing Nairobi, Kenya’s capital.

In his message, Museveni said it was not correct for public officers-- be they civilian or military-- to comment or interfere in any way, in the internal affairs of other countries. 

Museveni said he had reached out to President William Ruto and apologized.

“I ask our Kenyan brothers and sisters to forgive us for tweets sent by General Muhoozi, former Commander of Land Forces here, regarding the election matters in that great country; It is not correct for public officers, be they civilian or military, to comment or interfere in any way, in the internal affairs of brother countries,” Museveni said, adding that the only available legitimate forum is the Peer Review Mechanism of the African Union or confidential interactions among the EAC or African Union forum,” Museveni said.

Gen. Muhoozi later also apologized to Ruto.

The visit to Rwanda also comes after he was fully decorated as Uganda Peoples Defence Forces General on October 10, 2022, at the Land Forces Headquarters and he handed over office to Lt. Gen. Kayanja Muhanga.

On January 22 2022, Gen. Muhoozi who was then the Land Forces Commander of the Uganda Peoples Defence Forces visited Rwanda and held talks with President Paul Kagame which led to the restoration of partial bilateral ties between the two countries after Kigali announced a week later that the Rwanda-Uganda border, which had been closed since 2019, would reopen.

Following his January visit, there was a shakeup in security which saw the former Commandant of the Chieftaincy of Military Intelligence Maj Gen Abel Kandiho dropped on January 25 and replaced with the former Special Forces Command boss, Maj. Gen. James Birungi.

Rwanda had accused CMI of arresting and persecuting its nationals.

On March 7, Rwanda reopened the Gatuna/Katuna border and allowed citizens to cross into Uganda.

Gen. Muhoozi flew back to Rwanda on March 14 for a three-day visit where he again met President Kagame.

In April President Kagame arrived in Uganda, making his first visit to the country in four years to among others meet President Yoweri Museveni and also join Gen. Muhoozi's 48 birthday celebrations at State House Entebbe.

In his speech, Kagame thanked Gen. Muhoozi for extending an invitation to him for the event and congratulated him upon the anniversary.

He also heaped praises on Gen. Muhoozi for bringing the two countries back to talking terms and said earlier efforts to bring the two countries on the table had failed, urging him to continue on that path of progress.

“I want to also say that Gen Muhoozi, there is a lot of expectation that you continue on that path that you continue contributing to the progress of Uganda and our region,” Kagame said.

In June this year, President Museveni travelled to Rwanda for a four-day working visit during which he joined other heads of state who were attending the Commonwealth Heads of Government Meeting (CHOGM).
