Museveni appoints new Chief Registrar

Langa, who prior to her appointment was the deputy registrar of the Civil Division of the High Court, replaces Esta Nambayo who has since been appointed as High Court judge.

President Yoweri Museveni has appointed Sarah Langa Siu as the new Chief Registrar of Courts of Judicature.

Langa, who prior to her appointment was the deputy registrar of the Civil Division of the High Court, replaces Esta Nambayo who has since been appointed as High Court judge.  

"In the exercise of the powers vested in the President by Article 145 (2) of the Constitution, I hereby appoint Sarah Langa Siu as the Chief Registrar of the Courts of Judicature," Museveni stated in a letter dated August 14 seen by Sunday Vision.

The letter was copied to the chairperson Judicial Service Commission (JSC) justice Benjamin Kabiito, Minister of Justice and Constitutional Affairs Ephraim Kamuntu, Principal Judge Dr Flavian Zeija among others.

Following the elevation of Nambayo to the position of High Court judge, the position has been occupied by Tom Chemutai in acting capacity.

Langa's appointment makes her the third female to serve as Chief Registrar in the history of the Judiciary. 

Others are High Court judges Flavia Senoga Anglin and Nambayo.
The position of Chief Registrar is provided for under Article 145 of the Constitution.

The position of the Chief Registrar is one of the top five management positions in the Judiciary after the Chief Justice, Deputy Chief Justice, Principal Judge and the Secretary to Judiciary.

The core functions of the Chief Registrar are to implement policies and directions of the Chief Justice, Deputy Chief Justice and the Principal Judge. 
 
The other functions of the Chief Registrar are enrolling advocates, licensing bailiffs and assisting the Chief Justice to conduct swearing in of the President and other persons who take oath before they assume office.

Who is Langa?
Langa joined the Judiciary 12 years ago and has risen through the ranks from Magistrate Grade I to deputy registrar.

In 2015, she was awarded a certificate of recognition for outstanding performance by the Chief Justice emeritus Bart Katureebe.

In 2014, Langa served as the Anti-Corruption Court assistant registrar and organised the Court's first open Day.

The Day has since been adopted as one of the activities to commemorate the International Anti-Corruption Week. 

She also chairs the Justice Law and Order Sector (JLOS) Accountability Sub-Committee under the Human Rights and Accountability Working Group. 

Langa holds a Post Graduate Diploma in Public Administration from Uganda Management Institute (UMI) and Master's degree in Law.

Registrars appointed
Museveni has also elevated five deputy registrars into full registrars. They are Harriet Nalukwago Ssali, Samuel Emokor, Amos Kwizera, Susan Kanyange and Godfrey Anguandia Opifeni.
