He was the first post-independence Attorney General of Uganda.

In this position, he made great contribution to constitutionalism in Uganda and he is credited for single-handedly drafting the 1966 Pigeon Hole Constitution.

This new constitution was promulgated on 15 April 1966; it was named "pigeonhole constitution" because copies of it were posted in the pigeonholes of Members of Parliament.
