Kadaga wins outstanding personality award

Kadaga is one of the strong brains that engineered the inclusion of gender and equity provisions under the Public Finance Management Act, 2015.

The Speaker of Parliament, Rebecca Kadaga has won the 2019 Uganda's most outstanding personality award.

This was during the 1st awards ceremony for outstanding performance towards gender and equity responsive budgeting at Imperial Royale Hotel in Kampala.

The function was organised by the Equal Opportunities Commission (EOC), United Nations Entity for Gender Equality and the Empowerment of Women.

Kadaga, who was also the chief guest at the function but indisposed, was represented by David Bahati, the state minister for finance.

Nine awardees were rewarded for having implemented the projects on gender and equity responsive budgeting.

These included outstanding personality in advancing gender and equity responsive budgeting in Uganda, best sector, Ministry Departments and Agencies (MDA), local government and outstanding Civil Society Organisation (CSO).

Upon handing the award to Kadaga, the United Nations Development Program (UNDP) representative, Rosa Malango, also the UN Women country representative said the Speaker has stood to support gender and equity planning and budgeting.

According to Malango, Kadaga won the award for being the first female speaker in Uganda and has made valuable contribution towards gender equity.

"Kadaga is one of the strong brains that engineered the inclusion of gender and equity provisions under the Public Finance Management Act, 2015," Malango noted.

Malango added that the speaker was recently on the spot when she personally bailed out The Speaker of Parliament, Rebecca Kadaga has won the 2019 Uganda's most outstanding personality award., the Miss Tourism Uganda, with a return air ticket to Miss World Pageant in Malaysia.

"Such practices by the Speaker really address issues that relate with gender and equity," she explained.

Prior, the works and transport ministry was awarded 2019 best sector for its commitment to enhancing access in hard to reach places especially the mountainous places like the Elgon sub-region where foot cable bridges have been constructed. The construction is done to ease mobility of the vulnerable more especially women.

With MDAs, Kampala Capital City Authority (KCCA) emerged the best, followed by the health ministry and the education and sports ministry in third position.

According to Sylvia Ntambi, the EOC chairperson, KCCA emerged the best for it collaborated with the Police and installed over 5000 street lights in the city.

"The street lights reduce crime and facilitate night business. KCCA has also invested resources in rehabilitating the public city schools which include Makerere Primary School, Katwe Primary School and Police Children Primary School among others.

KCCA was also commended for its recent commitment to providing accessible walkways for all," Ntambi said.

The health ministry was in the running because it has functionalised health centre IVs and hospitals in districts with special needs like islands, difficult to reach areas and large populations.

For the education ministry, Ntambi explained that it was recognised for installing lightning arrestors in 28 schools in various local governments across the country, all this aimed at increasing the safety of the pupils and teachers.

The ministry was also commended for construction of 233 disability-friendly classrooms in 34 schools with the highest classroom shortage.

"It also kick-started the procurement process to deliver 530,358 reading books for the several underserved schools across the country," she noted.

On local governments, Bahati announced Mbarara as the best, Nebbi second and Buvuma in the third.

Janat Mukwaya, the minister of gender, labour and social development declared the Forum for Women in Democracy (FOWODE) as the best among CSOs.

Mukwaya applauded FOWODE for pioneering the discourse of gender and equity budgeting in Uganda through the gender audits of the national budgets.
