Jacobsen Uganda Power Plant Company Limited (JUPPCL) is a subsidiary of Jacobsen Elektro AS (JEL), a Norwegian company that runs the 50MW Thermal Power Plant at Namanve, Mukono District under the Build, Own, Operate and Transfer public private partnership contract with the Government of Uganda.
Since the start of operations in September 2008, JUPPCL and the local community in Mukono has established a positive and dynamic relationship that has resulted in solving nuisances that the thermal power plant had created, and established a cooperation in developing Corporate Social Responsibility Projects in Education, Public health, Youth empowerment and sports and Environment among others that aim at improving the wellbeing of the community locals around the plant.
HRP Solutions' objective is to assist companies in designing and implementing computer systems that optimize business processes and leverage corporate knowledge leading to their competitive advantage.
Its construction was a response to the country's vision to increase its electricity-installed capacity in order to combat the severe power shortages plus forming the factor in industrializing the economy. This will accelerate the growth of the local economy and improve the social life of the nation.
The Isimba contracted was to the China Internati onal Water and Electric Corporation (CWE) as an Engineering, Procurement and Construction (EPC) Contract by Government of Uganda (GoU) represented by Ministry of Energy and Mineral Development (MEMD). Accordingly, the EPC Contractor-CWE signed a forty-seven (47) months ending March 31 2019.
Overview on the Isimba (183 MW HPP)
The Isimba hydropower plant is a low-head run-of-the-river type, equipped with four Kaplan axial flow turbine generators, each with an output of 45.8 MW. Crossing the Koova Island towards both banks, the dam is 1599 m long, in crest length. From left bank to right bank, the main structures are left clay-core rockfill dam section: No.1 concrete gravity dam section, powerhouse dam section, the bottom outlet spillway with three outlets, the surface outlet spillway with two outlets.
No.2 concrete gravity dam secti on, right clay-core rockfill dam section, the associated hydromechanical and electromechanical equipment. The Isimba Substation, the enhancement of the Bujagali Substati on and a 42 km long 132 kV transmission line from Isimba HPP to Bujagali Substation.
The above works commenced on April 30, 2015 and are presently, completed. Thus, all the four units have been successfully commissioned.

PROJECT PROFILE
• The Project Feasibility Studies commenced in 2010 and were undertaken by a joint venture of Fichtner GMBH and Norplan AS who also prepared the Project Tender documents. The Environment and Social Impact Study was carried out by local Ugandan Companies, Kagga and Partners in association with Air Water Earth Engineers.
• The project covers the Districts of Kayunga, Buikwe, Kamuli and Jinja.
• On 6th September, 2013 the Government of Uganda through the Ministry of Energy and Mineral Development (MEMD) signed an Engineering, Procurement and Construction Contract with China International Water and Electric Corporation for both the power plant and associated substations and the 132 kV, 42 km double circuit Isimba to Bujagali transmission line.
• On 5th October, 2013 the ground-breaking ceremony for the project was conducted by His Excellency General Yoweri Kaguta Museveni as the Chief Guest. • In March 2015, Parliament of Uganda approved a US$ 482.5m loan from the Exim Bank of China representing 85% of the total project cost of US$ 567.7 million. The 15% (US $ 85 million) was paid directly by the Government of Uganda.
• On 27 July 2015, the first concrete pouring at the plant took place and was witnessed by H.E Gen. Yoweri Kaguta Museveni, President of the Republic of Uganda.
• The Government of Uganda is the Project Owner through the Ministry of Energy and Mineral Development which had the overall responsibility of ensuring that the Project is successfully implemented.
• The Project Implementing Agencies are the Uganda Electricity Generation Company Limited (UEGCL) for the dam component and the Uganda Electricity Transmission Company Limited (UETCL) for the Transmission Line Component.
• Over 1000 Ugandans were employed by the project at its peak stage.
• Kagga and Partners, a local Ugandan Engineering Consultancy Company has been the Resettlement Action Plan (RAP) implementation Consultant.
On the occasion of the commissioning of the 183 MW Isimba Hydropower Plant, the Electricity Regulatory Authority (ERA) takes this opportunity to appreciate the President of the Republic of Uganda, His Excellency, General Y.
