CBR to remain at 10%, economy projected to grow by 6.3%

In its February 2019 Monetary Policy Committee meeting, Bank of Uganda has decided to maintain the Central Bank Rate at 10%. 

The bank says the economy is projected to grow by about 6.3% in this financial year and "remain on a steady growth trajectory over the coming years, with output trending above potential".

 

We also learn that the January 2019 Consumer Price Index data released by the Uganda Bureau of Statistics indicates that inflation remains relatively subdued. Nonetheless, annual headline inflation rose from 2.2% in December 2018 to 2.7% in January 2019.

The decline in international oil prices and a stable exchange rate have also been key drivers of the low inflation environment.

MPs on infrastructure committee inspect Nile bridge

Members of Parliament's Committee of Physical Infrastructure have made their way to the Source of the Nile Bridge in Jinja as part of investigations into claims that the bridge has a bumpy surface and cracks. 

Uganda National Roads Authority (UNRA) officials have told the legislators that the cracks on the new bridge were only on the surface, which resulted from failure of the water proof materials to bond with asphalt. The cracked parts of the bridge have since been repaired.

The MPs have been told of a plan to bring in new types of waterproof materials and asphalt that will undergo rigorous tests. Once these materials prove effective, the entire bridge will be repaired, UNRA said.

Human rights violation irks legislators

New Vision's Henry Sekanjako:

A cross-section of MPs have decried the growing human rights violations by Police and other security agencies, saying they must stop if Uganda is to develop.

They cite a Public Order Management Act as one of the existing laws that security agencies use to interrupt people's freedom of association, among other fundamental human rights of citizens.

"We have been tortured by people claiming to have 'orders from above'. We want to know the 'Mr. Above' so that we can confront him," said Winnie Kiiza, the Kasese Woman MP.

Kiiza also castigated the security officers that were involved in Kasese saga, saying they have since been promoted.

Ssekikubo Theodore, the MP for Lwemiyaga County, said there has been increased militarisation of civil matters, saying the UPDF is increasingly taking over the space for Police.

Safia Nalule Juuko, the MP representing people with disabilities (PWDs), said Parliament domesticated the UN convention against torture through the enactment of the anti-torture law - but the vice has exists.

'Illegal possession of classified drugs': Police speaks out

Following news of the arrest of five people, including a local journalist's wife, in Kampala on Thursday, a Police statement seen by New Vision provides details.

The statement indicates that security agencies were notified of a group of people "who were buying government drugs illegally".

Five people were arrested in the ensuing operation, says the missive signed off by Kampala Metropolitan Police spokesperson Patrick Onyango.

The five suspects are being held "on charges of illegal possession of classified drugs, contrary to Section 27(2) of the National Drugs Authority Cap. 206".

Nile bridge: UNRA faces parliamentary probe

Last month, the Speaker of Parliament Rebecca Kadaga directed the Committee on Physical Infrastructure to investigate claims that the Source of the Nile bridge has a bumpy surface and cracks.

The issue had been brought to the attention of Parliament by Tororo South County MP Fredrick Angura.

  'Last 4 years hottest on record'


AFP:

The last four years were the hottest since global temperature records began, the UN has confirmed in an analysis that it says is a "clear sign of continuing long-term climate change".

 

The UN's World Meterological Organization said in November that 2018 was set to be the fourth warmest year in recorded history, stressing the urgent need for action to rein in runaway planetary warming.

On Wednesday it incorporated the final weeks of last year into its climate models and concluded that average global surface temperature in 2018 was 1 degree Celsius (1.8 Fahrenheit) above pre-industrial baseline levels.

2016, boosted by a strong El Nino that normally tips the mercury northwards, remains the hottest year on record.

It also said that the 20 warmest years in history all occurred within the last 22 years.

Celebrating Tarehe Sita in Mogadishu

Uganda is a key contributor to peace-keeping missions on the continent, including in Somalia.

On Wednesday, Uganda's army UPDF marked the 38th Tarehe Sita anniversary with celebrations in Kitgum. Several miles beyond the borders, in the Somali capital Mogadishu, residents living close to the AMISOM base camp turned out in large numbers to receive free medical checkups for various ailments.

This was organised to commemorate the Tarehe Sita anniversary, a key date for the UPDF.

The shifting gravity of global poverty

"Thirty years ago, 1 in 7 of the world's extreme poor - those living on less than $1.90 a day - were in Sub-Saharan Africa. Over the years, as other regions successfully reduced their poverty levels, this number has increased and by 2015, 4 in 7 of the global poor were living in Sub-Saharan Africa. Should the Computer Misuse Act be outlawed?

So what do the specific sections of the legislation say?

Section 24 of the Act states that a person who makes any request, suggestion or proposal which is obscene, lewd, lascivious or indecent or threatens to inflict injury or physical harm to the person or property of any person through electronic media commits the offence of cyber harassment.

Whereas section 25 of the Act, states that any person who wilfully and repeatedly uses electronic communication to disturb or attempts to disturb the peace, quiet or right of privacy of any person with no purpose of legitimate communication commits the offence of offensive communication.

Should the Computer Misuse Act be outlawed?

That's what the Uganda Law Society wants, and to that effect, they have petitioned the Constitutional Court seeking to outlaw sections 24 and 25 of the Computer Misuse Act, 2011.

In a petition lodged at the Constitutional Court this week, Uganda Law Society contends that the impugned sections curtail the freedom of expression guaranteed under the Constitution.

 

The development comes at a time when former Makerere University researcher, Dr Stella Nyanzi, is battling the same charges at the Buganda Road Chief Magistrate's Court.

Nyanzi is accused of indecent communication against President Yoweri Museveni and his late mother Esiteeri Kokundeka

"Sections 24 and 25 of the Computer Misuse Act do not constitute a minimal impairment to freedom of expression warranted by any exceptional circumstances as required by the law but rather do overly broad constituting an unnecessary violation of the right to freedom of expression," ULS president Simon Peter Kinobe says in his affidavit in support of the case.

  FGM: The key facts


According to WHO, female genital mutilation comprises all procedures that involve partial or total removal of the external female genitalia, or other injury to the female genital organs for non-medical reasons.

Here are some of key facts on the practice:

- Female genital mutilation (FGM) includes procedures that intentionally alter or cause injury to the female genital organs for non-medical reasons.

- The procedure has no health benefits for girls and women.

- Procedures can cause severe bleeding and problems urinating, and later cysts, infections, as well as complications in childbirth and increased risk of newborn deaths.

- More than 200 million girls and women alive today have been cut in 30 countries in Africa, the Middle East and Asia where FGM is concentrated (1).

- FGM is mostly carried out on young girls between infancy and age 15.

- FGM is a violation of the human rights of girls and women.

The State Minister for Tourism Godfrey Kiwanda has spoken out on the Miss Curvy controversy. During a press conference held at Tita Traveller's Resort in Moroto, he took time off the Tulambule Eastern Tour to explain to members of the media about Miss Curvy. 

 

"We are not as a ministry organising Miss Curvy.  It is a private initiative like Miss Tourism. It is being organised by a company run by Ann Mungoma. We are simply in partnership with them, but it shouldn't be misinterpreted as us being the organizers," says the minister.
 
"Also, there are so many misconceptions.  For instance, people think that Miss Curvy is being sold as a tourism product.  But it isn't. We are supporting it because it speaks to who we are as Ugandans. Our identities are contrary to what the other pageants sell internationally. Our women are varied in sizes. Curvy is simply a subset.

During a press conference in Kampala this morning at Mestil Hotel in Kampala, one journalist asks the visiting gospel music singer: "What is true whorship?"

High prevalence of obesity in central, western Uganda

The health ministry has held their monthly media breakfast meeting and the focus has been on nutrition in Uganda.

Dr. Diana Atwine, the ministry's permanent secretary, says that Ugandans need to take responsibility for own nutrition, considering that the country has the "best organis foods freel available".

"We are what we are because of what we eat," she says.

 

On her part, Samalie Namukose, Principal Nutritionist, says that anaemia affects 53% of children and 32% of women in Uganda.

Karamoja, Lango, Acholi and Busoga regions have the highest anaemia prevalence. She adds that Bukedea, Lango and Acholi regions have the highest number of thin people, while central and western Uganda have a high prevalence of obesity.

Normalising Makerere University

On Wednesday evening, Makerere University vice-chancellor Prof. Barnabas Nawangwe held what the university called a "successful strategic meeting" with the Council of Presidents of the 10 colleges that make up the oldest university on the land.

 Gospel music sensation Don Moen arrives in Uganda


For the gospel music lovers, you definitely have listened to his music. Don Moen. He's got a smooth voice, which has endeared him to millions of people around the world.

The 68-year-old American singer, songwriter, pastor and producer of Christian worship music is now in Uganda for what he calls "a wonderful evening of praise and worship" at the Kampala Praise Fest.

The family event will take place this Friday at Kololo Airstrip in Kampala and gates will open at 4pm local time.

According to Isaac Rucci, the team leader, the festival will provide an opportunity to worship "with an attitude of gratitute". It will be Moen's second visit to Uganda.

"People have been blessed by his songs. He is very popular here, people love him," says Rucci.

By the way, Moen may be the headlining act of the highly anticipated day, but there will be a host of several other gospel artists who will perform, including Brian Lubega, Exodus and Sandra Suubi.

New Vision's Shafik Ssenoga:

In other Cup fixtures, Wakiso Giants will host Tooro United while Vipers will play Kiboga Young at St Mary's stadium, Kitende. Holders KCCA were eliminated from the competition by Tooro United. Matches for the round of 16 will be played between February 14-19.

 

The battle for silverware in this year's Uganda Cup followed Stanbic Bank‘s sh120m sponsorship package. Police FC was the team that hammered the last nail in Kefa Kisala's coffin, and it is the same team that has been drawn with Express in the Stanbic Uganda Cup. The Cops who on Monday defeated Express 2-0 in the league and led to the sacking of Kisala have been drawn with Red Eagles in the round of 16 at the draws held at FUFA House, Mengo.

With Kisala gone, new coach George Simwogerere will be in charge of his fi rst knock-out competition tie at Wankulukuku since he took over on Tuesday. A win for Express will also act as revenge as they seek to pick some silverware this season.   Harvest Money Expo around the corner

One of the main offers at the expo will be the 35HP 2WD tractor, which comes complete with a fi nancing incentive with a local bank, where a farmer pays an initial sh15m and is allowed to take the tractor. Although 68% of the population are engaged in farming at the moment, less than 5% of commercial farms in Uganda have any form of mechanisation, compared to around 12% in Kenya, 30% in South Africa and 90% in most farms in Europe. Mwiri said one of the reasons why Ugandan farmers are not mechanising is lack of exposure. In terms of farm tractors, according to the Ministry of Agriculture Animal Industry and Fisheries, there are an estimated 1,400 tractors in Uganda, against a basic need of around 6,000 tractors. The number may still be low.

However, in the last five years, there has been a big increase in the appreciation of farm machinery by farmers. For example, in areas such as Nwoya and Amuru, where large-scale cereal farming is being practised, tractors are now as visible on farms as other cars. "We shall show farmers that this machinery is affordable," he said. He added: "We shall exhibit tractors that are affordable for most Ugandan commercial farmers. We shall reduce the prices of our implements so that those who can buy the tractors can do so at a lowered cost," he said.

Farm equipment listed for the exhibition include different types of tractors such as walking tractors, the small 35HP tractors, the medium size 2WD tractors and the big 4WD tractors. There will also be planters, tillers, harvesters, sprayers and forage choppers. Mwiri said apart from exhibiting their equipment, they will also offer free training in the proper use of tractors and other farm equipment to farmers. "You realise that there is no driving school to train tractor operators in Uganda and this is why most of the tractors suffer mechanical failure due to poor use," Mwiri said.

  Co-sponsor to give 7.5% discount on tractors at expo

Engineering Solutions (Engsol), the offi cial distributors of Massey Ferguson and TAFE tractors in Uganda, has declared a discount of around 7.5% on all their tractors that will be exhibited during the Harvest Money Expo.

The expo will take place from February 15-17 at Nelson Mandela National Stadium, Namboole in Wakiso district. Engsol is also one of the sponsors of the Harvest Money Expo. Other sponsors are Embassy of the Netherlands, dfcu Bank, aBi-Trust, Champrisa International — a Netherlands-based livestock nutrition company, Microfi nance Support Centre (MSC) and Adritex — an irrigation equipment company. The expo is organised by Vision Group under the theme: From the farm to the market. Entry fee to the expo will be sh10,000 per day while anyone wishing to attend experts' training sessions will pay sh10,000.

 

"Our 7.5% discount on tractors is a give-back to every farmer who will come for the expo," Medi Mwiri, the marketing manager of Engsol, said. He said this offer will only stand during the expo. This means, for example, that for a 35Hp that costs sh65m, a farmer will have to pay sh62m. "People are free to come at our stall and either buy or make a booking and every booking made at the expo will benefi t from the discount," Mwiri said. He pointed out that if a buyer cannot meet the entire cost of the tractor or tractor implement there and then, there are fi nanciers at the expo who will be at hand to help top up. One of these is MSC. Mwiri said buying tractors should no longer be a preserve of farmers.

"We now have people specifi cally buying tractors to hire them out to farmers. This is a good way of mechanising the agriculture sector, while at the same time earning money." This is the second year that Engsol is sponsoring the Harvest Money Expo. They did the same last year. "We have decided to sponsor the expo because we know it is a good platform for reaching out to the farmers, especially on matters of agriculture mechanisation," Mwiri said. Engsol is also the major supplier of tractors to the Government of Uganda.

It is important to note that she was supported in good faith. I have also learnt however that the Isebantu of Busoga is planning to congratulate Abenakyo on this notable achievement. Abenkayo has an agenda of supporting the girl child. She has wanted to use her fame and position to support vulnerable people in our society. I believe our country can benefit from her influence. It is unfortunate that some people are seeking to destroy that influence. Ugandans should agree that Abenakyo should be an asset to the country to support positive change in the community especially among young girls and the youth.

Makerere University Business School Principal Wasswa Balunywa:

The reasons we considered Ms. Abenakyos request were threefold:

a) She made the country proud. It was worthwhile that Ms. Abenakyo be supported to complete her degree. Otherwise we would have a problem as the country would be embarrassed. If this beauty queen was found to be wanting in academics in fact negative press which was expected would have been worse if she had not graduated.

b) Ms. Abenakyo had written earlier requesting that she be granted the opportunity to retake and given her achievements and the request it was only worthwhile that she is granted the request.

c) Ms. Abenakyo had informed me that in the coming eight (8) months, she had obligations with Miss Uganda and Miss World Organisation and would not be able to retake that paper soon.

 

In our view allowing Ms. Abenakyo to sit the exam was preferable than not doing as this would bring the country more shame. So it is true that Ms. Abenakyo had a retake, was granted permission to sit the paper and was examined so as to enable her graduate.

I have learnt however, that the current crisis in Makerere University may be one of the causes of the outbursts about Abenakyo.

Abenakyo was supported by many Ugandans during the Miss World Beauty Contest and indeed she brought fame to the country. Abenakyo finally took the third position in the Miss World and was awarded Miss Africa Beauty Queen. This is something Ugandans were proud of and indeed congratulated her for this achievement. She thereafter returned to Uganda and approached me regarding retaking the course she had failed.

As we approached the end of year festive season, I asked her to see me in the New Year which she did. I then wrote to the Vice Chancellor requesting that Ms. Abenkayo be given the opportunity to retake the papers. Ms. Abenakyo was granted the opportunity to retake the paper which was then set and marked. By that time, the graduation book had been published.

One of the members on this forum requested me to explain the issues that are now appearing in the press regarding the case of Quiin Abenakyo who was last year crowned as Miss Uganda and also Miss Africa. It is true that Quiin Abenakyo was our student at Makerere University Business School. She was pursuing a Bachelor's Degree in Business Computing.

 

Abenakyo was like many other students in their third year of studies who may have had a retake in a course of their study. Among the subjects many of our student have retakes in is Accounting, Quantitative Methods and Financial Management. Abenakyo had a retake in Financial Management These are courses which those people who have no mathematical background have no interest and always find a problem, and indeed many get retakes. Abenakyo came to me and explained that she had a retake in Financial Management, however she was unable to retake it with her colleagues because of her involvement in the Miss Uganda beauty contest.

Subsequently, Abenakyo informed me that she had been able to move to Miss World contest and was performing well.

UPDF is the army Uganda needed - Museveni

"Today marks 38 years since we launched the struggle as the NRA which later on became UPDF. At the genesis of the struggle and formation of the NRA, we had to answer the question; what army does Uganda need?

"The UPDF was the answer to several but futile previous governments' efforts at developing a national army. UPDF is founded on the right ideologies; discipline, patriotism, Pan-Africanism and the socio-economic transformation agenda," said Museveni.

Noboday can disturb our peace, the army is well-equipped - Museveni

On Wednesday, all roads led to the northern Ugandan district of Kitgum, where the 38th Tarehe Sita anniversary celebrations were held at Kitgum Core Primary Teachers' College.

In his speech, President Yoweri Museveni sounded a clear message: that no-one can disturb the peace of Uganda.

"The army is now well-equipped to secure Uganda from any forces of destabilisation. Nobody can disturb our peace. Anyone who thinks of destabilising Uganda, will destroy themselves," said the commander-in-chief of the armed forces, who was accompanied by his wife Janet.

Brian Yesigye was an ordinary school shoes maker, like any other in Uganda, until early last year, when he ventured into a territory that few, if any in the country, have dared. This saw his Bravo School shoes brand birth a sister brand dubbed Bravo Diabetic Foot Care, making Yesigye the only person producing specialised shoes for diabetic patients in Uganda.

This all started about a year ago, when Yesigye, together with other members of the Kenya Commercial Bank (KCB) business club went for a business trip in Germany and Turkey, organised by the bank.
