Prince Wasajja at land probe

New Vision's Timothy Murungi:

Prince David Wasajja has appeared before the land probe inquiry to make a rejoinder to bussinessman Dr Muhammed Bawule Kasasa, who accused him of stealing his land. He says Kasasa was not being "honest" and that he forged letters.

 

 

 

 

Meanwhile, Justice Catherine Bamugemereire, who leads the probe, has apologised for Tuesday's episode when her probe team was blocked in Mutungo. She says it was unfortunate and should just be left at that. No need for brouhaha.

Museveni on Apaa land conflict: 'Nobody should use violence'

The President touches on the contentious issue of Apaa land - which has divided locals in the area.

"This is a problem caused by leaders who want cheap popularity at the expense of the people. I dont have the details here, but I went and listened very carefully to those issues and we are going to get solutions for the acholi who are near that area and for the Madi," he says.

"What I need is to go back there quickly - by the end of this month - and get a conclusion for that issue.

Museveni, however, says that there are two things that are clear about this area. First, it was declared a conservation area by the government in the 1960s. That was very clear. Secondly, it was in east Madi but political leaders were causing so much excitement over whether it was in Madi or in Acholi.

"Nobody should use violence in this type of situation."

Museveni at Tarehe Sita: 'I will visit Lamwo'

Museveni responds to some of the requests broadcast by some of the area MPs.

MP Beatrice Anywar had raised the issue of church roofing and boda boda cyclists. He says he will deal with both issues. On particularly the boda boda matter, Museveni says that he will inject sh160m into the SACCOS of the eight districts that make up Acholi sub-region. That means each district SACCOS will get sh20m.

But the President urges them to be "more organised on a district basis".

On Hilary Onek's concern, Museveni stresses he will visit the border district of Lamwo, "so that I see those border problems".

"Honourable Onek says that I only travel to Lamwo during campaigns, but he does not know the places I travel to in the area, but quickly admits: "It is true that for politics, I have been coming there only during the campaigns. But this time around, I am going to come here way ahead of the elections."

Museveni at Tarehe Sita: Four clusters



Speaking about the four clusters of the economy, President Museveni names commercial agriculture for wealth and jobs from factories as one of them.

On the third cluster, which is services, he says that in northern Uganda, part of the services cluster is tourism, and that places like Kidepo, Murchison and Apaa (a hunting area are a source of great wealth.

"The fourth cluster is ICT. If internet has already been extended to Gulu or Kitgum, one can base themselves in Gulu and do book-keeping for a company in America and send it to them through the internet - and is then paid here.

"To the NRM leaders, please explain clearly to the people - that the sectors are four; where do you want to be? Of course there is the public sector, but the jobs in this sector are more limited than in the other sectors.

Museveni at Tarehe Sita: Centre of Uganda for electricity

The President says that one reason he chose to have this year's Tarehe Sita celebrations in Acholi was to showcase the development in the area.

"By organising the event in Acholi, we have forced the Kampalans to come to Kitgum. And the Kampalans will have seen what the NRM has done - they have been able to travel on the good road all the way from Kampala to Kitgum, and the road continues all the way to the border of South Sudan," he says.

Electing not to talk about issues like schools, Museveni instead chooses to stick to electricity. He underlines northern Uganda's potential as an electricity hub for the country.

"Northern Uganda is becoming the centre of Uganda when it comes to the issue of electricity. It is going to provide electricity to Uganda much more than Jinja. We are about to finish the dam at Karuma, which will give us 650MW, we are about to finish the dam at Agago, which will give us 88MW. We are about to start on Ayago, which we will produce 840MW."

Museveni at Tarehe Sita: 'Running a country is like treating a patient'

President Yoweri Museveni, the commander-in-chief of the armed forces, takes to the podium.

"Running a country is like treating a patient," he starts off after his introductory remarks. "You must first of all diagnose the problem of the patient. If the diagnosis is wrong, the treatment cannot be right."

"There had been attempts earlier to form a national army for Uganda, like honourable Henry Oryem had said, but some elements must have been missing", the reason for the recurrent mistakes.


 


"In order to create the NRA [Natioal Resistance Army], we had to first answer the question: 'What sort of army does Uganda need?' That's why we answered by saying that that arMy must be patriotic - it must believe in the spirit of Uganda -, it must have a pan-Africanist oulook, it must work for democracy and it must also work for the social-economic transformation of the society.

"The army must also disciplined," adds Museveni.

Tarehe Sita: 'Abundance of opportnities'

This year's Tarehe Sita theme is: UPDF and the people: Consolidating peace for sustainable development and prosperity.

And in his opening remarks wounded around this theme, the Chief of Defense Forces (CDF) Gen. David Muhoozi, says that today "is a celebration of the abundance of opportunities that now accompany the peace" presided over by the UPDF.

There are challenges though, he points out, naming particularly the Apaa land conflict. Muhoozi urges the local leaders to exercise "restraint" as solutions are being sought.

Land probe: Land information system 'prone to fraud'

New Vision's Timothy Murungi:

The land information system is in its third year, with about 80% complete and has two years to go, the probe has heard.

The system shows water bodies and all forest reserves are already in the system. However, Richard Oput, the acting director of land management at the lands ministry, has admitted a "weakness", where clerks who input data into the land information system cannot verify the information brought to them by the surveyors.

Such, the probe team notes, leaves the the system vulnerable to fraud. In the traditional system, the official would have to go back on the ground to confirm the data.

Tarehe Sita: Army Week report

The UPDF chief political commissar Brig. Henry Masiko is next on the mic. His brief role is to give a report on the Army Week in the buildup of the Tarehe Sita celebrations.

The civil-military activities in the eight districts of Acholi sub-region include light construction works in health and educational facilities.

A four-classroom block was completed in Amuru - plus much more, including a facelift of a maternity ward in Omoro, Masiko says.

Over 15, 000 patients were treated during the Army Week.

Tarehe Sita: 'Come here often'

Hilary Onek, the minister for relief, disaster preparedness and refugees thanks the army "for their efforts in bringing peace in Acholi region and the rest of the country".

Onek, who is also the MP for Lamwo County, asks President Yoweri Museveni to visit the area more often.

"This part of the country is less frequented by you. The people of this region want you to come often - for example my district Lamwo," he says.

Onek says Lamwo, a border district, has been infiltrated by armed groups and the result is that "people are being killed in their gardens".

"We are inviting you to come as soon as possible and listen to us," he requests.

In his discourse, the state minister of foreign affairs, Okello Oryem talks of the "mistakes" of the past regimes, and hails President Yoweri Museveni's government for ushering in peace across the country.

The Chua East County MP speaks of developments in the area, such as as the "smooth roads". "You will even sleep in your car while driving on these roads because there are no bumps and potholes", he says, drawing huge applause.

Tarehe Sita: MP Anwar's message

Kitgum Municipality MP Beatrice Anywar takes to the podium under scorching heat to deliver her message as the hosting legislator.

First, she asks that the venue of today's celebrations - Kitgum Core Primary Teachers' College grounds - be renamed Kaguta Grounds.

She also "reminds" President Yoweri Museveni about the fulfillment of his pledge to fully provide iron sheets for the Anglican church in the area. She also asks that the boda boda (bicycle riders) fraternity in the area be facilitated - with, say, some motorcycles as they "have been strong supporters of the NRM".

Anywar also directs a request to the education minister, First Lady Janet Museveni. She asks for her intervention in the reported plans to remove the Gulu University branch from Kitgum. In her emphatic message, she asks that the branch remains, considering there is available land.

Tarehe Sita: Acholi 'secure and developing fast'

The 38th Tarehe Sita anniversary celebrations are going on in Kitgum. It's a super-hot day, but a group of leaders won't be held back and they have walked over to the front to join the dancers against a backdrop of recorded music and sharp ululations.

Meanwhile, the event is taking place in a region once terrorised by the Lord's Resistance Army (LRA) insurgency. Group leader Joseph Kony and co have since been driven out of the country, and by any standards, the area has picked up its broken pieces.

Tarehe Sita celebrations: Museveni, First Lady at event

The 38th Tarehe Sita anniversary celebrations are underway at Kitgum Core Primary Teachers' College in Acholi sub-region. This is in the northern part of the country.

President Yoweri Museveni and his wife Janet are at the venue, watching the colourful march past on a sweltering Wednesday late morning. Mrs Janet, who is also the minister of education and sports, is nodding her head in rhythm with the band's tunes - she is clearly enjoying this.

Several other political figures and ordinary citizens are in attendance.

On Tuesday, President Yoweri Museveni paid a courtesy call on "my brother, His Highness Kabaka Ronald Muwenda Mutebi", at his palace in Banda, Wakiso district.

Coffee growing

Minister Vincent Ssempijja says that production of coffee seedlings in the Arabica coffee growing districts, in limited quantities, will continue "but under strict guidance from UCDA".

"Coffee nursery operators who wish to plant their already raised coffee seedlings in their gardens before the end of the second season of 2019 are free to do so as long as verification by UCDA and district local government officials confirm. Propagation of Coffee Wilt Disease Resistant clonal cuttings in Robusta Coffee growing areas, will continue and be scaled up, but under strict guidance from UCDA.

 

Ssempijja: "Only mature and quality coffee seedlings which will have been certified and are available before the end of the second planting season will be procured by UCDA. After the second season of 2019, the government shall redirect the support towards coffee productivity enhancement programmes.

"Farmers in Robusta Coffee growing areas who may wish to plant the old clonal coffee lines may continue to do so at their own cost.

"Coffee seed gardens shall continue to be certified by NaCORI and UCDA on behalf of MAAIF and any nursery operator that may wish to privately engage in elite coffee seedlings production must first get clearance from UCDA.

The minister says that in the last four years, abou 800 million coffee seedlings have been raised and planted by farmers

"Starting with the second planting season of September-November 2019, the ministry will start scaling down the production and distribution of elite Robusta coffee seedlings to farmers.

"However, the promotion of multiplication of Coffee Wilt Disease Resistant (CWDR) clonal cuttings through establishment of mother gardens will continue. All coffee nursery operators with elite Robusta coffee seedlings should, with immediate effect, scale down seedlings production so as not to have any carry-over stock.

"No certificate will be issued to a new elite Robusta coffee nursery, except to operators in drought-prone districts in northern Uganda and parts of north-eastern and eastern Uganda," says Ssempijja.

Coffee growing

Meanwhile, in Kampala at the Uganda Media Centre, agriculture minister Vincent Ssempijja has addressed a press conference on good farming methods in coffee growing.

The agriculture ministry, through the Uganda Coffee Development Authority, district local governments and Operation Wealth Creation, has been implementing a coffee planting programme.

 

The objective of the programme, the minister says, was to raise, distribute and plant 300 million coffee seedlings per year, thereby contribute to attainment of 20 million bags per year target envisioned in the Coffee Road map recently launched by President Yoweri Museveni.

Gospel music sensation Don Moen coming to Uganda

For the gospel music lovers, you definitely have listened to his music. Don Moen. He's got a smooth voice, which has endeared him to millions of people around the world.

The 68-year-old American singer, songwriter, pastor and producer of Christian worship music will be in Uganda this Friday for what he calls "a wonderful evening of praise and worship" at the Kampala Praise Fest.

 

The family event will take place this Friday at Kololo Airstrip in Kampala and gates will open at 4pm local time.

According to Isaac Rucci, the team leader, the festival will provide an opportunity to worship "with an attitude of gratitute". It will be Moen's second visit to Uganda.

"People have been blessed by his songs. He is very popular here, people love him," says Rucci.

By the way, Moen may be the headlining act of the highly anticipated day, but there will be a host of several other gospel artists who will perform, including Brian Lubega, Exodus and Sandra Suubi.

Also the same day, Uganda Premier League side Express FC parted ways with head coach Kefa Kisala and his coaching staff.

The team doctor has also left the club.

This came a day after the Red Eagles were beaten 2-0 at home by Police FC. Currently in 10th place, Express's next game will be this Sunday away to BUL FC.

Shortly after announcing Kisala's departure, the club named a new technical team.

  What happened in the Premier League on Tuesday


A whole lot. Six games in total.

To begin with, table toppers KCCA FC made it five wins in their last six games with a narrow 1-0 victory over visiting Onduparaka FC. Patrick Kaddu scored the decisive goal from the spot in the second half.

Defending champions Vipers SC also picked up maximum points against Nyamityobora FC in Mbarara (1-0) to keep their noses in title race, thanks to Noah Wafula's early strike. Victory helped the Venoms maintain a three-point gap with leaders KCCA.

 

Mbarara City were 2-0 winners over Maroons while URA FC beat Ndejje University 2-1.

Tarehe Sita: 'Maintain the civilians-UPDF bond'

Ugandans have been advised to continuously build and sustain the strategic relationship with the Uganda Peoples' Defence Forces (UPDF).

This is a message by the Prime Minister, Dr. Ruhakana Rugunda.

He was officiating at the 2019 regional launch of the 38th Tarehe Sita Anniversary celebrations in Acholi sub-region at Kitgum Core Primary Teachers' College.

Rugunda said the UPDF is a product of a deliberate analysis by its leadership that provides logical solutions to the problems of the day by creating a special relationship with the civilian community in all its operations.

The special bond between UPDF and the people must be consolidated for the country to be more secure so that people concentrate on developing both the country and themselves, he said further.

Back to school: Your child's safety

This week, the Police issued a statement on the safety of school-going children.

"We do encourage all motorists to always remain alert while driving and desist from reckless conduct like,Phone usage, overspeeding, double packing etc. Some drivers do not find it important to slow down and let children cross the road.

"Parents are also advised to establish contacts or other mechanism to double check the safe arrival and presence of their children at school, especially where the student transport themselves or are transported by third parties," Police said.

 

 

According to Police, "boda boda transporters /riders have the same rights and responsibilities as vehicles, but can be hard to see. This category of riders is always in a hurry and some do not find it important to slow down".

 

 

"All parents, guardians and transporters are encouraged to observe specific drop-offs procedures for the safety of the school children.

"Parents/guardians and caretakers are urged to ensure children below 10 years do not walk themselves to school. This is because most school children, who lose their lives, are children who walk on foot followed by boda boda riders. They are often hit by reckless motorists or when they come into the path of moving traffic, and are in addition very vulnerable in the threats of kidnap," cautioned the Police in a detailed statement.

One of yesterday's top stories was a meeting between President Yoweri Museveni and the Kabaka of Buganda, Ronald Muwenda Mutebi II.

 

Also, an anti-mosquito paint, a first in the country, was launched as the probe by parliament's COSASE into the closure of commercial banks continued, with shareholders of some of the defunct banks interfacing with the committee chaired by Bugweri County MP Abdu Katuntu.

Tarehe Sita buildup: Cleaning up

In the buildup to the Tarehe Sita main celebrations, the men and women of the armed forces typically immerse themselves into the communities and get down to some community work.

This year has been no different.

Around the country, teams of UPDF officers slapped on masks, picked up shovels and brooms and the like, and cleaned several areas. Clogged drainages were cleared, roads were swept, health centres got some touch-up, plus a whole lot more.

  TAREHE SITA: The story in brief


Thirty-eight years ago today, the rebel National Resistance Army (NRA) presided over an attack on Kabamba military barracks on Mubende, central Uganda. That was on February 6, 1981.

That effectively set the wheels in motion for a guerilla warfare that eventually thrust the victorious NRA/NRM into the highest seat on the land, ushering in a new government, led by Yoweri Kaguta Museveni.

 

The NRA incorporated elements of the former Uganda Army, the Uganda National Liberation Army and other smaller armed groups

From 1986 - after securing power -, the NRA became the de facto army of Uganda, until it had a name change to Uganda People's Defence Force (UPDF) after the enactment of the 1995 Constitution of Uganda.

The NRA attacked Kabamba on the sixth - in Kiswahili, that is tarehe sita. That explains why the army decided to symbolically mark Tarehe Sita on an annual basis as the anniversary of that pivotal military assault 38 years ago.
