  Quiin Abenakyo: Parliament honours Miss World Africa


Parliament has paid tribute to Miss World Africa Quiin Abenakyo for her outstanding performance at the 2018 Miss World, after Ngora district MP, Jacquiline Amongin moved a motion to have the House honour the beauty queen.

During Wednesday's plenary, Parliament also recognised the contribution of the Miss Uganda Foundation in organising the annual beauty pageants.

The House urged the ministries responsible for tourism and foreign affairs to support the Miss Uganda Foundation in efforts to promote Uganda as a tourist destination.

Mayuge district health officer released

The district health officer of Mayuge, who had earlier been arrested in connection with the murder of the in-charge of Kingandalo Health Centre 4 has been granted police bond, reports New Vision's Moses Bikala.

Dr. Charles Dhabangi was recently held alongside four others in connection with the shooting dead of Dr. Abraham Gwaluka at his home in Bulubandi village, Nakigo sub-county in Iganga district.

He was reportedly murdered as soon as he arrived at his home in the company of his wife Jalia Namusali.

The Police spokesperson for Busoga East, James Mubi, said investigations into the matter continue.

The suspects are due to appear in court.

An AK47 rifle believed to have been used in the murder was recently recovered by security personnel in Mayuge district from a prison warder.

The gun was transferred to ballistics experts in Kampala for proof as to whether the bullets recovered at the scene were indeed those from the gun.

'We have identified the problems' in EBD

Justice Gaswaga said: "Ever since I took over as head of this division, I have been receiving complaints of abuse of court process by court clerks, bailiffs, court process servers and other court users.

"Hiding files, plucking out some papers and swearing of false affidavits and increasing cases of impersonation by the members of the public - we have now identified the problems and we have solutions. Interactions with our stakeholders are already ongoing withing the division. Within three months, the division will have transformed for the better."

'Big positive changes' in EBD

The Executions and Bailiffs Division of the High Court has announced "massive reforms" to transform service delivery and public perception of the court.

This involves human resource changes and changing court records from paper form to digital.

Division head Justice Duncan Gaswaga made the announcement through a press release Tuesday, saying the court users "should expect big positive changes in the Executions and Bailiffs Division (EBD) within the next three months".

'Maternal mental disorders are treatable'

The World Health Organisation in Uganda says that worldwide, about 10% of pregnant women and 13% of women who have just given birth experience a mental disorder - primarily depression.

And in developing countries, such as Uganda, the statistic is higher.

In severe cases, WHO Uganda adds, some may end up taking their own life. On top of this, a children's growth and development may be negatively affected as well.

Maternal mental disorders are treatable.

'It was a waterspout - not a tornado'

New Vision's Timothy Murungi:

Weather experts have said the water phenomenon on Lake Bunyonyi in southwestern Uganda of a spool of water shooting into the air was not a tornado but instead a waterspout.

Uganda National Meteorological Authority weather analyst Yusuf Nsubuga, says such occurrences happen when the conditions are right.

Waterspouts often happen on Lake Victoria, he adds, and so it was such a rare occurrence for it to happen at Lake Bunyonyi.

COSASE: Kasibante's shortlived joy

Rubaga North MP Moses Kasibante's excitement after being appointed as the vice chairperson of the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has been cut short by House Speaker Rebecca Kadaga.

Kadaga instead sent Kasibante's name to the committee on appointments despite pleas by the opposition chief whip, Ibrahim Ssemujju Nganda (Kira Municipality), to maintain him as a COSASE member and duly nominated as its vice chairperson.

Bleeding risks may offset aspirin's benefit vs heart disease

Aspirin is a blood thinner and can help prevent clots that may lead to heart attack or stroke. But it also boosts the risk of hemorrhage in the brain, stomach and intestines.

"When considering the totality of evidence, cardiovascular benefits associated with aspirin were modest and equally balanced by major bleeding events," said the report in the Journal of the American Medical Association.

Free MBs? Said who?

Did you, by any chance, receive supposedly free data from MTN on Tuesday? 500MBs to be precise?

Well, it emerges that it was apparently an error, according to Uganda Communications Commission (UCC), which is the government regulatory body of the communications sector in Uganda.

When a tweep wrote that "after "gifting" you with these "free" MBs, the internet in turns [sic] becomes unresponsive", UCC responded to his tweet, saying that the 500Mbs "are said to have been given in error".

On NRM presidential flagbearer: 'No discussions on successor'

At the NRM secretariat, secretary general Lumumba was asked about talk that a member of the central executive committee (CEC) had brought up the issue of a successor to President Yoweri Museveni as the party's flagbearer in the 2021 general elections.

"CEC has never discussed issues on a successor. That discussion has not been done yet."

Lumumba, who chairs CEC, was emphatic in her response: "The constitution of the NRM is clear - it caters for that. There is a process."

NRM unveils 2021 roadmap

The ruling National Resistance Movement (NRM) party has unveiled its 2021 roadmap.

The secretary general, Justine Lumumba Kasule, flanked by party leaders including the national treasurer, urged voters to register from September to November "so that we can have the NRM conference in November 2019".

Constitutional amendments for the party would be a key in the conference discussions.

Lumumba was addressing the press at the party's secretariat in Kyadondo, Kampala Wednesday morning.

  FGM has health, pschological consequences



According to the World Health Organisation (WHO), FGM is a procedure that intentionally alters or causes injury to the female genital organs for non-medical reasons. It involves partial or total removal of the external female genitalia.

WHO notes that FGM has physical, health and psychological consequences on the women and can sometimes lead to death. In Uganda, FGM has been rampant in the districts of Kapchorwa, Bukwo, Kween, Nakapiripirit, Moroto and Amudat, with the beginning age being 12 years.

  FGM: 19 to be produced in court



The 19 people who were arrested for aiding and abetting female genital mutilation (FGM) in Kween district are set to be prdouced in court today.

According to Rogers Taitika, the Sipi region Police spokesperson, these were arrested Monday night during a joint operation by the Police and Uganda People's Defence Forces (UPDF).

Taitika said out of the 19 arrested, 16 were men and three women. One of the women, 50-year-old Irene Cherop, is being accused of mentoring the girls and preparing them for mutilation. She is also believed to be the ringleader of the group.

The Police refused to divulge details of the remaining 18, saying they are still investigating. But sources say some were dancers during the violent processions.

  UGANDA CUP: How holders KCCA were knocked out


A shock defeat for Mike Mutebi's team in the round of 32 duel at Buhinga Stadium on Tuesday.

By the time half time arrived, it was all square, with the tie still goalless. But the visitors, who have won the competition 10 times, found the breakthrough six minutes into the second half - thanks to Patrick Kaddu's strike.

In a tight game, time was quickly running out for hosts Tooro United. But 13 minutes before time, the all-important equaliser arrived through Allan Kayiwa to set up a frantic search for a winner in a tense conclusion.

But with neither side doing the necessary within 90 minutes, the dreaded penalty shootout would prove decisive.

And in a topsy-turvy affair, Tooro United went on to beat the current champions 3-1 on penalties to advance to the round of 16.

For KCCA, after being dumped twice from key tournaments in a space of four days, focus has been diminished to the Uganda Premier League - where they are leading the table.

Parliament to honour Abenakyo

Moses Walubiri, New Vision reporter:

Quiin Abenakyo has received plaudits from different sections of Ugandans since her crowning as Miss World Africa 2018 during the Miss World Pageant held in the Chinese city of Sanya last month.

And since then, Abenakyo has been feted and met President Yoweri Museveni twice.

 

Those eager to market Uganda as one of the ideal tourists destinations have lauded her for exceedingly marketing the country she calls home at no cost.

Later today (Wednesday), Ngora woman MP Jaqueline Amongin is set to table a motion for Parliament to pay tribute to the lanky beauty queen from Busoga.

During Tuesday's plenary session, Amongin made a case for Abenakyo to be formally recognized by the House, saying her exploits at the Miss World 2018 pageant deserves nothing short of that from Parliament.
