Oluka was  one  of the instrumental  lawyers during the Age Limit case  court sessions at the Constitutional Court in Mbale where he represented Government.

Maj. Gen. Kahinda Otafire, the Minister of Justice and Constitutional Affairs said Oluka was exceptionally gifted and a great man who worked professionally and brought pride to the judicial system during his 18 years of service.

"Remember people when they are still alive than honoring them when they are gone," Otafire advised mourners.

The Solicitor General, Francis Atoke commended Oluka for being an absolutely professional worker who did his work while following the code of ethics. This, he said made him build his career.

He described Oluka as an honest and respectful man, who did his work with integrity and had strong moral principles. Atoke also said Oluka was an amiable man with good character.

Justice  Elubu said his brother's death has left many people stuck because he was helpful to his relatives and friends.

"My brother loved his mother so much and made sure she did not lack anything," he revealed.

Oluka's wife Gloria, praised her husband for being a great husband who loved his children and that he was a pillar in their lives.

Gloria said Oluka's last words to his children before he passed away were; "Take care of your mother".

"I had never driven my husband's car but the day he collapsed, I don't even know how I reached Mulago Hospital in order to save him but God gives and takes away," she said.

Joyce Opila, the bereaved mother described her son as a very hardworking man, who always lover her and his children.

"Spare the rod and spoil the child'' she remarked, saying she would beat her children whenever they did something wrong and hence became better people in future.

They described Oluka as an innovative man with brilliant ideas, who always joked that he loved dancing.

Doctor Tom Mwangu, who treated Oluka until he died said 10 years back Oluka had a similar problem but he was treated, saying that this time round his high blood pressure led to tearing of his blood vessel (aorta), and hence his demise.

The doctor advised mourners to go for regular checkups to know weight, blood pressure and sugar.
