Lukwago, Kamya case adjourned to next year

Lord mayor Erias Lukwago has expressed dissatisfaction over continued delay by the High court to give its ruling in a case he filed against KCCA executive director Jennifer Musisi, minister for Kampala Beti Kamya and the Attorney General over his salary arrears.

In an application he filed before the High Court, Lukwago wants court to compel the respondents to pay all his emoluments and salary arrears for three years amounting to 563m which he has not received to date.

Lukwago who was flanked by his lawyer Nathan Mpenga appeared in court on Tuesday. The teaw was  told by the court clerk that the case had been adjourned till  January 9 2019 and the judge was not around for a comment.

In an application filed in March 2017, Lukwago asked court for a declaration that the conduct of the four respondents in continuing to freeze his salary and emoluments without any lawful justification is improper in law and is beyond their powers.

Lukwago, who had been elected Kampala Lord Mayor in March 2011 was in November 2013 impeached following a trial by a tribunal chaired by Justice Catherine Bamugemereire that faulted him on  abuse of office, incompetence, and mismanagement.

However, on the same day Lukwago was impeached, Justice Lydia Mugambe declared the process and its outcome null and void and ordered for reinstating of the Lord Mayor but the council chaired by then Kampala Minister Frank Tumwebaze ignored Justice Mugambe's order.
