Butambala RDC vows to crack down on absenteeism

The outgoing Ntungamo RDC noted that absenteeism has reduced on effective monitoring and evaluation of government programs

The new Butambala Resident District Commissioner (RDC) Fred Bamwine has vowed to crack down on absenteeism among civil servants in the district, as a means of effective service delivery.

"If you know you're a civil servant earning a monthly salary from government and you accepted to work as teacher, Town Clerk, health worker and Chief Administrative officer (CAO) among others, I have given you amnesty for the period of two months to sort out yourself. If you cannot, find a place elsewhere, ‘‘Bamwine said.

He made the vow while responding to the report of outgoing RDC Cpt. Yahaya Kakooza during a handover ceremony at the district headquarters in Butambala. Absenteeism is listed as the leading vice in civil service delivery.

The outgoing Ntungamo RDC noted that absenteeism has reduced on effective monitoring and evaluation of government programs and projects.

''I also warn all corrupt government officials in the district, to look for jobs elsewhere before facing disciplinary action. My tenure will not tolerate such behavior" Bamwine said.

He decried absenteeism, saying it has become a norm among Government servants which has led to the delay of projects hence hindering service delivery both to community and district development.

''If you have accepted to work, and you find the condition is harsh for you, don't disguise as a government employee but resign immediately '' Bamwine warned.

He further vowed to boost household income by looking for market for produce.

The outgoing RDC paid tribute to President Yoweri Museveni for entrusting him with work.

He advised his successor to take keen interest in road construction, the escalating HIV/Aids scourge, and youth unemployment which has the resultant effect of crimes.

Who is Bamwine?

Bamwine has projected himself as an anti-corruption crusader, sorting land wrangles between the rich and poor and monitoring government programs so that people gets service delivery.

President Museveni appointed him as RDC for Rubaga and Kawempe in 2003 -2007, 2007-2009 Nakawa RDC.

In 2011-2012, he was posted to Mpigi RDC, Ntungamo and now to Butambala.

Other transferred RDCs are Captain Kigozi Kawesa from Masaka to Nakaseke, Captain Yahaya Kakooza from Butambala to Mityana, Joe Walusimbi from Mityana to Masaka, Juuko Kasita from Nakaseke to Rwengo and Richard Bwabye from Rwengo to Mukono as Deputy RDC.
