DRC releases list of M23 amnesty beneficiaries

A dozen members of the Congolese M23 rebel delegation to the Kampala talks with the DRC government have been granted amnesty in exchange for a commitment not to reoffend.

A dozen members of the Congolese M23 rebel delegation to the Kampala talks with the DRC government have been granted amnesty in exchange for a commitment not to reoffend.


The official list of 51 recipients of amnesty under the Congolese law was released on Saturday and includes René Abandi, who led the M23 delegation to the talks last year.

According to Wivine Matipa, the Congolese minister of justice and human rights those granted amnesty in exchange for an act of commitment not to offend.

According to the Congolese Radio Okapi, a total of 15 of the recipients of amnesty were members of the M23 rebel group.

The recipients also include 15 accused persons who carried out attacks in Kinshasa in February 2011. There are also 10 fighters of the Congolese rebel group Popular Resistance Army (APR) of dissident General Faustin Munene and 10 fighters of Ngbanda Honoré who is exiled in France.

According to Matipa the recipients must fill out a form committing them to not reoffend.”

Lambert Mende, the Congolese government spokesperson said, “This is the first wave of beneficiaries of the amnesty law of February 11, promulgated by the President of the Republic, His Excellency Joseph Kabila people.”
