NRM endorses new Anti-Corruption Bill

NRM lawmakers have endorsed the proposed bill to curb corruption in a special meeting at Kyankwanzi that tackled corruption. The MPs have also agreed that the property of corrupt officials be confiscated.

NRM lawmakers have endorsed a proposed Bill  to curb corruption in a special meeting at Kyankwanzi. The MPs have also agreed that the property of corrupt officials be confiscated.


According to a report tabled by Makindye East MP John Ssimbwa, the Anti-Corruption Act of 2009, must be amended to provide mandatory confiscation of property of persons convicted of any offence under the Act.

The lawmakers unanimously approved the amendment and pledged to support it when Ssimbwa brings it to the floor of the House for debate.

Sources said that part (c) of resolution number 3 was that: "Members of the NRM Parliamentary Caucus support the full operationalization of the provisions of the law that deal with confiscation of the proceeds of ill-gotten wealth and accordingly support the directive of H.E The President to the leadership of the NRM Parliamentary Caucus to urgently harmonize the upcoming pieces of legislation from both the executive and the private members Bill as a contribution to stringent legislation aimed at effectively deterring, detecting and punishing acts of criminality and corruption.”

The session that debated the Anti-Corruption Bill was chaired by Ndorwa West MP, David Bahati.
 
The objectives of the Bill are:

* To amend the Anti-Corruption Act No.6, of 2009 to provide for mandatory confiscation of property of persons convicted of offences under the Act. The proposal to amend the Anti-corruption Act 2009 is intended to ensure the Government or any other company or organization recovers the loss if any, caused by a person convicted of an offence under the Act.
 
* The Bill also seeks to vest the confiscated property of the convicted person(s) in Government and management of this property shall be by the public trustee appointed by the Minister according with the Public Trustee Act.
