Parliament approves 9 counties

PARLIAMENT yesterday approved the creation of nine new counties in various parts of the country.

However, the creation of eight new municipalities was put on hold following objections by the chairperson of the public service and local government committee, Anthony Yiga and other MPs.

Yiga said the local government minister, Adolf Mwesige, had proposed the creation of Hoima, Mengo, Kasese and Mukono municipalities.

He, however, said they were surprised that not only had he increased the number of new municipalities to eight, but he had also excluded Mengo.

But security minister Amama Mbabazi explained that agreement on the demarcation of the boundaries of the proposed Mengo municipality has not been reached yet and that they were having discussions with Buganda Kingdom on the matter.

Following the objection, the Deputy Speaker, Rebecca Kadaga, referred the matter to the committee, which is expected to present a report to Parliament on Tuesday next week.

The municipalities that the Government wanted created are Hoima, Mukono, Kasese, Iganga, Masindi, Bushenyi-Ishaka, Ntungamo and Busia.
Earlier, Parliament had considered and approved nine counties amidst reservations by some legislators.

Mwesige said the counties take immediate effect from the date the resolution is passed by Parliament.

The counties include Katerera curved out of Bunyaruguru county in Bushenyi district, Ajuri from Moroto county in Lira District and Kasambya which has been part of Buwekula county in Mubende district.

Others are Nakaseke North curved out of Nakaseke county in Nakaseke district, Budyebo from Nakasongola county, Toroma, which was part of Usuk county in Katakwi, Buyaga West, which was part of Buyaga county and Bugangaizi East curved out of Bugangaizi county in Kibale district. Budiope East was curved from Budiope county in Buyende district.

In his motion for the creation of new counties, Mwesige said Lira, Mubende, Nakaseke, Katakwi, Buyende, Nakasongola and Kibale districts had consulted with the relevant county councils and created new counties within their areas of jurisdiction.

He added that it was necessary to create the counties for effective representation and administration of those areas and bringing services nearer to the people.
