MINISTERS from northern Uganda on Monday criticised the first phase of the northern Uganda reconstruction programme (NURPI), saying it did not make any significant impact on intended beneficiaries, writes James Odong.

NURP I, which was concluded in 1997, was an emergency five-year project by the government to restore basic socio-economic infrastructure and revive economic activities in the north.

The Second Deputy Prime minister and the minister of disaster preparedness and refugees, Lt. Gen. Moses Ali, said the implementers of NURP I concentrated only on a few districts.

“There are some people within the government and the donor community who think northern Uganda only covers Gulu, Kitgum, Pader and to some extent Lira and Apac.

But the northern Uganda social action fund (NUSAF) should be focused so that all 18 districts are covered,” he said.

Moses Ali who was addressing a meeting for ministers from northern Uganda on NUSAF, said there should be special focus on income generating activities.

NUSAF districts include Moroto, Kotido, Nakapiripirit, Soroti, Kumi, Katakwi, Kaberamaido, Pallisa, Lira, Apac, Kitgum, Gulu, Pader, Arua, Nebbi, Moyo, Adjumani and Yumbe.

“You should address income generation and poverty eradication under this project,” he said.
