IGG pins ex-district boss

THE Inspector General of Government (IGG) has ordered the prosecution of former Kabarole district vice-chairperson, Rose Byabasaija, over forgery of qualifications.

THE Inspector General of Government (IGG) has ordered the prosecution of former Kabarole district vice-chairperson, Rose Byabasaija, over forgery of qualifications.

The IGG, Jotham Tumwesigye (right), also ordered that Byabasaija be prosecuted for forgery of official documents and presenting fake documents.

The IGG has been investigating Byabasaija following complaints that she lacked the minimum required qualifications to hold the office and that she presented forged papers
The IGG is also investigating alleged illegal subdivision of the district land into plots that the executive reportedly intend to allocate to themselves.

He is also probing the misappropriation of sh50m meant for development projects by the district council.

In a letter to the LC5, Tumwesigye said, “Our investigations have revealed that Mrs. Byabasaija does indeed lack the minimum required qualifications to hold that office.
“The certificates she presented were not issued by the authorities she claims to have obtained them from.”

He said at the time Byabasaija claims to have attended Rwenzori College of Commerce and obtained a certificate in secretarial studies (1998), the institute had been shut down for non-payment of rent.

The college has not issued any certificates since 1997.

The IGG also observed that the UCE certificate she presented had no record at either the Uganda National Examination Board or at the school where she claims to have sat exams (Saad Memorial Secondary School, Kasese).

The IGG said her certificate had different serialisation from others. Her alleged index number was U0116/056 while the last student at the school was U0116/038.

She also claimed to have got a credit in English when none of the candidates got a credit.
