KAMPALA City Council (KCC) is to demolish buildings and shops built in gazzetted lanes, Kampala mayor Ssebaana Kizito said yesterday.

Speaking to The New Vision at his office, Ssebaana said KCC would put more effort to develop the city in 2004.

He said there were about 11 lanes, including the Kampala Pentecostal Church and Sure House lane, which were to be unblocked to ease traffic congestion.

Ssebaana said “stubborn and disobedient” residents and traders blocked the lanes for their personal use.

He said most traders in the Central Business District (CBD) constructed their shops and commercial premises on lanes.

The lanes to be reopened are located in Kiyembe, Kikuubo, Luwum and William streets, Wilson and Nakivubo roads.

Ssebaana said the purpose of re-opening the lanes was to ease traffic congestion and also provide access routes in case of any dangers like fires.

He said the lanes would act as alternative routes for passengers and motorists especially at peak hours.

“My resolution for next year is to see more developments in the city. This means that I am going to clear all lanes that were blocked.

Residents took advantage of the previous KCC and blocked the lanes. It is time to unblock the lanes because they existed before,” he said.

He said the resolution to unblock city lanes was reached two years ago. “It is time to implement the decision,” Ssebaana added.

The Kampala Pentecostal Church (KPC) has accused Ssebaana of creating an access road on their land to access his Sure House which is adjacent to the church.

However, a Kampala district works, physical planning and inspection committee report of November 2003 recommended that the KPC/Sure House lane be unblocked.

The committee met on November 11, 2003. The minutes seen by The New Vision said, “The committee noted that the lane existed but needed to be improved upon. The lane should be re-opened up.”
