Cheeye’s NGO did not do

THE former chief administrative officer (CAO) of Kabale, Samuel Katehangwa, has said Teddy Seezi Cheeye’s NGO did not carry out any activities concerning the Global Fund in the district.

THE former chief administrative officer (CAO) of Kabale, Samuel Katehangwa, has said Teddy Seezi Cheeye’s NGO did not carry out any activities concerning the Global Fund in the district.

However, Katehangwa told the Anti-Corruption Court that the NGO’s coordinator, Geoffrey Nkurunziza, signed a memorandum of understanding with him.

Katehangwa, now the CAO of Kayunga, told Justice John Bosco Katutsi that Nkurunziza went to Kabale two times or so in 2005. “However, I have not met Nkurunziza after that occasion,” he added.

He was yesterday giving evidence against Cheeye, who is facing 26 counts of embezzlement of Global Fund money.

Cheeye, the director of economic affairs in the Internal Security Organisation, denies that he embezzled the money.

He claims that his NGO, the Uganda Centre for Accountability (UCA), carried out work in Kabale, Ntungamo, Rakai and Mbarara.

Victor Ariho, a coordinator in Kabale district, also said Nkurunziza went to their offices and told them that he was supposed to monitor activities of UCA.

Cheeye maintains that Nkurunziza and Samuel Kiberu, who was the accountant of the NGO, were responsible for the disbursement of funds and all the activities concerning the Global Fund for HIV/AIDS, malaria and tuberculosis.

Cheeye was once a feared critic of corrupt Government officials in his Uganda Confidential newspaper.

According to the record, Cheeye was asked by the Uganda Global Fund to account for sh211,400 of the sh120m that was disbursed to his NGO. He has since November 2006 paid the money back as a refund of unutilised funds.

Another witness, Elias Mugisha, an assistant director of health services in Rakai, also said Nkurunziza went to the district in 2005 and promised that the NGO would carry out activities in the area. However, Mugisha said there was nothing done after the visit.
