THE 21-kilometre Northern-By-Pass will be opened to traffic in a fortnight, reports Herbert Ssempogo.

The Uganda National Roads Authority (UNRA) spokesman, Dan Alinange, said yesterday a stretch of about one kilometre, linking Kireka and Bweyogerere suburbs, would soon be ready for use.

Work in the area, which included the creation of a roundabout and a flyover, is in the final phase.

Men, some of them dressed in overalls, were working on the shoulders and drainage when The New Vision visited the site yesterday morning.

The heavy downpour that Kampala has experienced over the past few days, however, has slowed down the progress, Alinange said.

A final layer of tarmac on some parts, road markings and furniture and lights will be the last to be done.

Alinange said the opening of the stretch would end the inconvenience that the public has endured since construction began in May 2004.

“Business in Kireka and Bweyogerere has been affected by the closure of the road. We have to work fast so that this section is opened after two weeks,” Alinange stated.

The European Union funded the project.

After work on the stretch is complete, Alinange disclosed, the contractor will proceed to other parts as the project draws to a close.

He said acrimony over the design of the road that is meant to reduce traffic congestion, has since been resolved.

Other sections of the road, he said, would be completed in 12 weeks.

The impasse was hinged onto the road’s first layer, which is technically referred to as the wearing course.

While the contract stipulated a certain type of layer, a different surface was laid as construction got underway, leading to the disagreement.
