A two-year project aimed at equipping the communities with skills to identify their needs has kicked off in the districts of Kasese, Kabarole and Kyenjojo, reports John Nzinjah.

The project, to be implemented by Karambi Action for Life Improvement (KALI), a local NGO, is meant to identify development priorities from the parish, the lowest level of the local government structure, for incorporation in the sub-county budget.

Acting director Jimmy Baluku said sh142m had been released for the programme.

Baluku said the project would enhance civic competence to influence local government plans.

He explained that the skills would empower the community to monitor and evaluate development activities, provide implementers with feedback and hold leaders accountable.

The programme’s focal person, James Mwirima, said the project would initially be implemented in selected pilot sub-counties and would later be rolled out to other areas.

It is funded by the European Union to boost the attainment of the Millennium Development Goals, especially in poverty alleviation, health and education.
