True, we must have government departments housed in government buildings but given the growing trend of Kampala where all is being squeezed in the already congested central business district, the ideal location for Government buildings should be away from the city centre, to ease congestion and allow a quiet working environment. With State House soon returning to Entebbe, it would be prudent to have all ministries half-way between Entebbe and Kampala.

This would have the double advantage of hastening the development of the Entebbe-Kampala area, as well as avoiding rushing ministers and technocrats when summoned to President’s office. Our planners seem to be still stuck in the past, where urbanisation meant concrete and steel mazes and skyscrapers.

New concepts emerging now (cases exist already in South Africa) is short buildings (maximum four floors), sprawling over vast areas, with natural greenery and beautiful alleys in between.

The Shimoni complex needs to be restored as of old. Let all former students of Shimoni and all Ugandans rise with one loud voice and protest the desecration! can’t we talk, even for once or are we willing victims?
