Judiciary irked by Ddumba’s arrest fracas

THE Judiciary has condemned the manner in which a court bailiff, Charles Buyinza, effected the arrest of Mulago Hospital executive director, Dr. Edward Ddumba, last week.
“The Judiciary strongly condemns the barbaric manner used by the bailiff.
“What happened at Mulago on July 16 should have never occurred if the bailiff had exercised reasonable diligence, professionalism and restraint in executing the court order,†a statement issued by the Judiciary’s spokesperson, Erias Kisawuzi, said.
“This act was calculated to humiliate Ddumba in his office, profession and before his family.
“An appropriate action will be taken to prevent a repeat of such fracas,†the statement added.
Buyinza was hired by Jamada Lubanga, a former employee at the hospital, who had sued Ddumba for defamation in 2007.
Lubanga, who won the case at the Nakawa Chief Magistrate’s Court, was awarded sh20m as damages.
However, Ddumba appealed to the High Court which stopped Lubanga from arresting or attaching any property belonging to Ddumba.
However, in total disregard of the interim order by the High Court and owing to lack of communication, the statement noted, Lubanga also applied and obtained a warrant of arrest that was given to Buyinza against Ddumba.
Kisawuzi said Buyinza had apologised to Ddumba over his actions during a Moonday meeting at the High Court.
