THE Police under-secretary suspected to have caused the loss of over sh3.1b to the Government yesterday presented herself to Buganda Road Court where she was charged with three offences and remanded to Luzira Prison.

Since last week, the Police had been looking for Winnie Kabogoza in connection with the alleged creation of ghost policemen on the Police payroll.

Three policemen, including a senior finance ministry official, have been charged at Buganda Road Court, which also issued criminal summons for Kabogoza.

The criminal summons, issued by Emmy Sayekwo, the Buganda Road magistrate, were dated September 14 but Kabogoza chose to present herself to court yesterday where she appeared before the same magistrate. According to the prosecution, Kabogoza caused the loss of sh1b. She is also accused of being an accomplice in the loss of another sh2.1b, together with the finance ministry official and three officers attached to the Police headquarters in Kampala.

Kabogoza and her co-accused between February and July allegedly created multiple computer numbers on the Police payroll that led to the loss of the money.

Kabogoza yesterday denied the charges. The magistrate remanded her until September 14 when the case comes up for the next hearing. Sayekwo advised her to apply for bail in the High Court since his court did not have powers to grant her bail.

Criminal summons for the other suspects wanted by court are still valid. The suspects include Primo Nyokatre, the assistant commissioner in-charge of personnel at the Police headquarters, who was arrested over the weekend in Arua district.

They also include Harriet Kyomugisha, the principal personnel officer attached to the Police headquarters, who is still at large.

Charged last week were Dennis Twinamasiko, a superintendent of Police attached to the finance department, and Police officers Alfred Okello and Dennis Nyangweso.

Twinamasiko and Nyangweso were separately charged with neglect of duty. The two allegedly failed to ensure that only the right employees appeared on the Police payroll.

They were also accused of failing to ensure proper reconciliation of the payroll and the salary releases.
