Kabale lacks remand home

KABALE-The Police are stuck with child offenders who cannot be prosecuted and detained because the area lacks juvenile cells and a remand home. “Sometimes we arrest and subject them to manual work at the station and later release them. This hinders our efforts in fighting crime,” the district Police commander, Summy Odeke, said. The Police said some of the offenders are street children.
