JINJA district has drafted a bylaw requiring parents to feed children in Universal Primary Education (UPE) schools.

Those who violate it will be punished, the district inspector of schools, Alice Nabeta, said on Sunday.

She said the district council would soon debate the matter, adding that it would come up with the penalties.

“Research has revealed that many pupils perform poorly because they are not fed while at school. A hungry child cannot understand what is being taught in class,” she said.

Nabeta was speaking during a parents and teachers association meeting of Wakitaka Primary School in Mafubira sub-county.

“The Government provides school fees, infrastructure and textbooks. Teachers are charged with handling pupils at school but many of you (parents) have failed in your roles to provide uniforms, scholastic materials and meals to children.”

Addressing the Busoga Kingdom parliament on Tuesday, President Museveni warned that headmasters who charge lunch fees under UPE would end up in jail
