Wilson Ssenyonga, 27, was arrested on Friday from his home at Wankyayiraki village in Kayunga sub-county.
The Police suspected the dog meat was intended to be sold for human consumption.
Irate residents wanted to lynch the suspect but he was saved by the Kayunga LC3 chairman, Lugard Ssalabwa, who called in the Police.
It is alleged that Ssenyonga had some links with unidentified muchomo (roast meat) sellers in Kayunga town who had sent him to kill the dog.
Ssalabwa said Ssenyonga had already cut off the head, legs and was skinning the dog, when the residents found him.
Kayunga chief investigations officer Grant Tabo said the suspect would be charged with injuring an animal.
Ssenyonga denied killing the dog for muchomo.
“I killed it because I cannot afford meat.â€
He insisted he had a right to slaughter his dog.
In August, two men from Kalerwe were arrested slaughtering a dog. They were suspected of planning to sell it as goat meat. The men were charged with injuring an animal.
