Their jaded lips tell us that celebrity prisoner Jim Muhwezi sent an advance team to inspect and paint the prison long before he returned to Uganda from London, where he had gone for treatment.

So, that settles the argument then. Why else would he fly in and eagerly hand himself to the police for incarceration, if it was not for the refurbishment his advance team had done on the cell? Muhwezi must have been impressed with the work done. He even refused bail!
