Kabaka Names Asian Ministers

THE Kabaka of Buganda, Ronald Mutebi II, has reshuffled his Cabinet, retiring four ministers and bringing on board two Asians, a Somali and a Munyara, reports Henry Mukasa.

A statement issued yesterday by the Katikkiro, Joseph Ssemwogerere, said the Kabaka also appointed a deputy Speaker of the Buganda Lukiiko (parliament) and two new members of the Lukiiko to replace those elevated to ministerial status.

The Kabaka appointed persons with business acumen, professionals and a diplomat, indicating a shift from conservative, well-connected Baganda.

“The reshuffle is intended to stimulate development and consolidate the kingdom’s achievements,” Ssemwogerere said.

The Indian businessmen are Muhamood Thobani, the chairman of the Four Ways Group of Companies, who was appointed minister for economic planning, development and investments and Rajni Tailor of Priamit Enterprises as state minister in the same ministry. Ahmed Omar Mandela, of City Tyres, was appointed as the minister of state for royal treasury development.

Retired director of UNESCO and renowned educationist Yosia Kyazze is state minister for heritage, royal tombs and tourism while a former diplomat at Uganda’s High Commission in London, Ahmed Bamweyana, is minister for protocol and external relations.

Other new faces are Tony Kaggwa and Christopher Ntabaazi who have been members of the Lukiiko, who were appointed deputy Speaker and minister without portfolio in the office of the Katikkiro, respectively. Others are Sauda Namyalo (state for education), Ben Lubega Rwebanjo (state for agriculture) and Florence Kiyingi (state for youth).

Namyalo is a lecturer in the department of languages at Makerere University, Rwebanjo an agricultural management specialist, while Nakiwala is a management accountant.
Former minister Jolly Lutaaya and director of the Buganda-owned CBS FM bounced back to industry, trade, commerce and cooperatives.

The proprietor of Camera Centre, Manu Kanani and Matovu Mutundi, a prominent farmer and fisheries entrepreneur, were appointed members of the Lukiiko. Kanani is close to the royal family and designed the Kabaka’s wedding robe.

The Kabaka retired Mustafa Mutyaba (royal visits and royal visitings), Dr. Samuel Lukulwase Nsamba (agriculture), Dr. Maimuna Nalubega (water and power) and Phoebe Mukasa (culture).

A minister for agriculture will be announced later, while Biraze Buganda, who has been PS in the Katikkiro’s office, got his former post as commissioner for education.
