NPC rapped over mobilisers’ pay

THE National Political Commissar (NPC), Dr. Crispus Kiyonga and the Secretary at the Movement Secretariat arbitrarily restructured salaries of mobilisers in 2001, a Parliament committee heard yesterday.

The committee on presidential and foreign affairs also heard that there was disagreement on the amount of money owed to the Movement mobilisers.

The committee, chaired by Sammy Ogwel Loote (Moroto Municipality), heard that mobilisers demanded sh4.6b but the ministries of finance and public service and the Secretariat discussed the matter and believe the mobilisers are owed sh1.97b.

The deputy director for external relations at the Movement Secretariat, Latigo Olal, said the NPC and the then secretary, Mohammed Kezaala, restructured salaries without consulting stakeholders, causing people to be underpaid.

“The mobilisers have gone to court. The directors and deputies will take redress if they can’t listen to them,” Olal told the committee. Present was the deputy NPC, Kirunda Kivejinja and the secretary, Stephen Nabeta.

Nabeta said in 2001 there was a restructuring exercise which involved revision of salaries but the mobilisers felt this was not done in a satisfactory manner, demanding that all allowances be reinstated.

Kivejinja had led a team of officials from the Movement Secretariat over their budget framework paper for 2005/06-2007/08.
