By Herbert Ssempogo Uganda People’s Conference (UPC) has attacked senior presidential adviser on political affairs Maj. Kakooza Mutale (right) for decampainging the opening up of political space.
“He is a public servant by virtue of his appointment, so should not espouse divergent views from that of the Government in public,” the chairman of the Constitutional Steering Committee, Badru Wegulo, said on Wednesday.
Mutale has openly decampaigned the opening up of political space, which will be decided in a referendum this month.
Addressing the press at Uganda House in Kampala, Wegulo said much as most people viewed Mutale as an “errant” movementist, he was “serving his master’s will.”
“What are the sources of his funding for the pro-movement campaign if not the State coffers? It is appropriate to remember that General Museveni promised KAP/CEDO (run by Mutale) financial assistance when he visited the training camp in the jungles of Luweero,” Wegulo said.
Wegulo said the impunity with which Mutale did his work showed that he had protection from the highest office in the land.
On Mutale’s comments that he feared UPC, Wegulo said it was a political gimmick meant to drive people away from the party.
