Army spokesman Shaban Bantariza said Col. Noble Mayombo, the Chief of Military Intelligence (CMI) and Lt. Col. James Mugira, the deputy CMI had also been re-appointed for a two-year term as court prosecutors

Bantariza said other members of the court had also been re-appointed.
Tumwine’s appointment is the first significant deployment of any of the graduates from the Senior Staff and Command College in Kimaka, Jinja, who passed out on August 5.

Upon graduation, all the graduates, except Tumwine, were sent on a 21-day leave, which ends on August 29, when they report to the Personnel and Administration chief for deployment.
Because of the necessity to deploy the Kimaka graduates, there has been wild speculation about an impending reshuffle in the army.

Bantariza declined to comment on the reshuffle in the army, but said when the leave ends, the officers will be deployed.
He said, “It is possible that those who were already deployed before going to Kimaka will return to their stations, while those who were undeployed will get their deployment orders.

He said Tumwine had reported urgently to duty because he wanted to clear a backlog of cases.

Tumwine and Mayombo are among the few senior officers who attended the Kimaka course but who still held their posts.

Others included the senior presidential adviser of defence and security, Lt. Gen. David Tinyefuza, Reserve Forces commander Lt. Gen. Salim Saleh, Director General of Internal Security Organisation (ISO) Col. Elly Kayanja and Deputy Director General of the External Security Organisation (ESO) Col. Peter Kerim.

Officers who held no substantive office in the army structures were Brig. Julius Oketa, colonels Fred Tolit, Geoffrey Kyabihende Taban, Sam Wasswa, Nathan Katagara, J. Arocha and lieutenant colonels Albert Kareba, Phinehas Katirima, Mbuga Koja, J.B. Mulindwa, Musajjawaza, Tumusime Nyakaitana and majors S. Muruli and Steven Kwiringira.

However, sources said a major reshuffle in the army was likely if the Kimaka graduates were to be accommodated in the army structures.

Defence ministry sources said Museveni may only deploy the officers after he has assented to the UPDF Bill which Parliament passed in June. Defence minister Amama Mbabazi said, “A lot of editing is needed of that big document.”
