SIR — On September 29, Mr. Acaali wa Bitanywaine wrote a letter entitled “What was the restructuring in the URA all about?†The restructuring in the Uganda Revenue Authority (URA) was aimed at creating efficiency and effectiveness in tax administration.
For example, before the restructuring there were nine departments but now there are only five. There were two Deputy Commisssioner Genarals but that position has now been scrapped.
There were nine commissioners, now there are five. There were 11 Deputy Commissioners but now there is none.
There were 26 Assistant Commissioners, now there are 23. From 58 the workforce has been trimmed to 29.
Mr. Patrick Mukiibi is an Assistant Commissioner, Public and Corporate Affairs Management and is charged with matters that interface with the public, while Frank Katusiime is Assistant Commissioner charged with Research and Planning within URA.
Silver Oyet is the Assistant Commissioner Tax Audit in Domestic Taxes department whose role is quite distinct from that of David Serebe who is Assistant Commissioner Internal Audit.
The two Assistant Commissioners for Arrears and Objections are each responsible for different departments of Customs and Excise and Domestic Taxes, respectively. We hope this clears the wrong impression created by Mr. Bitanywaine that there is an overlap of duties.
