It was not clear if he did not pay the fare, or had just misplaced his ticket. “He first realised that his ticket was missing at the Nakuru checkpoint and fumbled when the inspector asked for it,†another passenger said. The two passengers were sitting on adjacent seats, near the front of the bus. Seeing him fidgeting, the inspector told him to show him the ticket, when he finished with the other passengers at the back of the bus. “When the inspector moved away, the passenger who had the ticket passed it over to his colleague,†the eyewitness said. Confidently, the man showed the unsuspecting inspector the ticket, who then walked out satisfied. The two continued playing the same tricks until they reached Kampala. Their luck held out because at every checkpoint they dealt with a new inspector who gave them a chance to play the same game again and again.
