PROPOSED OFFICE BLOCK FOR LUBAGA DIVISIONAL COUNCIL HEADQUARTERS, LUBAGACONTRACT IDENTIFICATION NO.: LDCH - 02

(i) The City Council of Kampala's Mission Statement is to provide and facilitate the delivery of quality, sustainable and customer oriented services efficiently and effectively. The Ministry of Local Government & City Council of Kampala (KCC) intend to contract out the construction of an Office Block for Lubaga Divisional Council Headquarters.ii) The Government of Uganda has received a Credit from the International Development Association (IDA) towards the cost of Local Government Development Programme and intends to apply part of the funds to cover eligible payments under the contract for the proposed Office Block for Lubaga Divisional Council Headquarters.iii) The Ministry of Local Government & City Council of Kampala (The Employer) invites sealed bids from eligible bidders for the execution of the Proposed Office Block for Lubaga Divisional Council Headquarters (hereinafter also referred to as “the Works").iv) The Works will involve but not be limited to the following:- Construction of a three Storey Office Block of approximate gloss floor area of 1160M2- Roads, Car Parks and Pavings- Fencing Gates and Gatehouse- Landscaping.v) An estimate of quantities for the various items comprising the works is included in the Bills of Quantities. The works should be completed within a period of 8 months from the start date.vi) Bidding Documents (and additional copies) may be purchased from the Project Co-ordinator, Nakivubo Channel Rehabilitation Project, Room B210 City Council of Kampala Hall, P.O. Box 7232 Kampala, Telephone 344535, Fax No. 231916, upon payment of a non-refundable fee of Ushs. 200,000 each (Two hundred thousand shillings only). Bidders that had purchased bidding documents in response to our earlier advertisement shall pay Ushs 50,000 (Fifty thousand shillings only) for the revised copies of the bidding documents. Further information may be obtained from the same address.vii) To qualify for award of the Contract, bidders shall meet, besides other requirements, the following minimum qualifying criteria:a) Having achieved annual turnover in construction work equivalent to US$ 1,500,000 (one million, five hundred thousand United States Dollars) in any of the last (05) five years.b) Experience as prime contractor in the construction of at least two works of a nature and complexity equivalent to the works over the last 5 years (to comply with requirement, works cited should be at least 70% complete).c) Proposals for timely acquisition (own, lease, hire, etc.) of the following minimum number of essential equipment: 01 (one) set of Carpentry workshop equipment; 02 (two) sets of standard metallic scaffolding (100sq.m each); 01 (one) set of metal fabrication workshop equipment; 01 (one) 7,000 It. water tanker vehicle; 01 (one) Diesel generator 10KVA; 02 (two) Diesel compressors 125/175; 02 (two) dumpers 1 ton; 02 (two) concrete mixers lit 350 & 500; 01 (one) vibratory roller 2 ton; 02 (two) Diesel/ Electrical concrete vibrators; 01 (one) Terrazzo machine; 01 (one) Welding Machine; 02 (two) 10ton tippers, surveying equipment: 01 (one) theodolite.d) A Contract Manager with (05) five years’ experience in works of an equivalent nature and volume, including no less than (03) three years' experience as Manager.e) Site Engineer with (05) five years’ experience in works of an equivalent nature and volume, including no less than (03) three years' experience as Site Engineer.f) liquid assets and/or credit facilities net of other contractual commitments and exclusive of any advance payment, which may be under the contract, of not less than US$ 250,000 (two hundred fifty thousand) or equivalent.viii) Bids submitted by Joint Ventures meeting the requirements specified in the bid documents will be considered.ix) Bids shall be valid for a period of 105 days after the deadline of submission and must be accompanied by a bid security of an amount equivalent to 2.5% of the total Contract Price in a freely convertible currency, and must be delivered clearly marked "Proposed Office Block For Lubaga Divisional Council Headquarters, Contract No. LDCH -02" to:The Programme Co-ordinator,Nakivubo Channel Rehabilitation Project, Room B210, Kampala City Hall, P. O. Box 7232, KAMPALA, Uganda.Not later than Wednesday 27th March, 2002, at 10.00 a.m at which time they will be opened in the presence of the bidders who wish to attend.X) Late submissions will not be entertained.The Employer is not bound to accept the lowest or any offer.
