PRESIDENTIAL candidate Chapaa Karuhanga has vowed to scrap the 11 newly-created districts if elected.
"It makes more economic sense to invest in industries rather than in small administrative units called districts. I will scrap the new districts as soon as I am in office and divert the funds into building Uganda's industrial base," he said.
Addressing supporters at Rukungiri Stadium, Karuhanga said he was arranging a meeting between candidates Col. Kizza Besigye, Aggrey Awori, Francis Bwengye and Kibirige Mayanja to discuss alleged intimidation of their supporters by the army.
Karuhanga said Museveni was not invited to the meeting.
"It has become apparent that the army has been instructed to intimidate our supporters in favour of President Yoweri Museveni. We shall meet and map out a strategy of countering this malpractice," he said.
He added, "The people of Rukungiri should be assured. The soldiers with the Presidential Protection Unit currently occupying the district will be withdrawn forcefully after our meeting."
Museveni ordered the deployment of military intelligence officers in Rukungiri last month to check intimidation of voters and pre-election violence.
Karuhanga promised to tarmac the Ntungamo- Rukungiri-Ishasha road, improve Universal Primary Education and modernise agriculture.
