Presidential candidate Kibirige Mayanja has vowed to re-establish the Co-operative Bank and marketing boards if elected president, writes Ali Mao. Mayanja, who was addressing a rally at Bata trading centre, Dokolo, in Lira district, attacked the government over the closure of the bank. "I reject Movement policies. It is inhuman to punish farmers by closing their bank," said Mayanja. Mayanja told his supporters that if elected he would revisit taxation to institute fair policies and to encourage industrialists to pay more taxes. He said he would also give a monthly allowance to people above 70 years and a special allowance to teachers in rural areas. Mayanja said his government would improve agriculture through irrigation in dry areas. He also promised to provide a tractor and other agricultural equipment at every sub-county. He said he would initiate a special programme for the welfare of the people with disability and resettle street children. Kibirige said if elected he would abolish article 269 in the Constitution which bar political party activities. He called upon the voters to reject Movement candidates, saying they were turning Ugandans into a slave system. "The Movement government has been practising apartheid system, why should we continue supporting the oppressive leader like President Yoweri Museveni?'' he asked. He said the time had come for the country to have a leader of a wider vision who accommodates all categories of opinion." He said Museveni had realised that he had lost popularity. "This is why Museveni decided to use Col. Kizza Besigye to confuse Ugandans,'' he added. He said he was a multipartyist and promised to repeal the Movement Act 1997 to disband the Movement secretariat so that his government improves on the welfare of the forces and restores fundamental human right.
