By Ebenezer Bifubyeka PRESIDENT Yoweri Museveni has said government has built 12,500 classrooms to accommodate beneficiaries of the Universal Primary Education (UPE) programme. "Since the introduction of UPE policy in 1997, the number of primary students has tripled hence minimising illiteracy, and it will keep on growing gradually as we modernise this programme," he said. "I will definitely put a ceiling on the charges in those schools because lack of school fees has led to school drop outs especially in poor families," Museveni said to ululation and applause. Ends
