Andreas Herren, head of FIFA media department, said FIFA was incompetent to determine whether a document was forged or not. "A forgery, is a matter to be referred to a penal court," he said. The Cranes International has been accused of using a forged International Transfer Certificate to register with St Patricks Athletic of Ireland purporting to have got it from FUFA secretary Godfrey Kisekka.
