By Ahmed Angulibo The Arua district speaker, Mr. Cyril Eriku, has advised the government to enact a law making Universal Primary Education (UPE) compulsory. “In Arua some children do not want to go to school yet education is free of charge. Eriku said this last week while presenting a paper at a two-day workshop organised by the Uganda Human Rights Commission (UHRC) at Arua Pacific Hotel. The workshop, funded by the Royal Danish Embassy drew over 60 participants from non-governmental organisations, community-based organisations district leaders and security officials. The RDC, Thomas Okoth Nyalulu, appealed to the district leaders to internalise the aspirations of human rights saying Uganda was a human rights observer. Nyalulu said some forms of human rights violation were due to revenge, the urge to struggle for power through unlawful means, corruption, jealousy, misinformation and inadequate materials for handling suspects especially the juveniles.
