UTL, when will my line come on life?

SIR-UTL under foreign ownership gives the impression of having parted ways with its old image. It recently offered new, improved, high capacity lines at consessional connection fees. When I approached their ground floor offices at Wandegeya, the ladies were graceful and quite attentive. Everything was done in a flash. They took down my mobile number and within 24 hours I was called to pay the sh60,000 connection fee. The installation crew were also prompt. I am now connected to the UTL lines in my neighbourhood and a handset sits on my reading table. Unfortunately, that was the end of my smiles. Everytime I lift the receiver, it is as silent as a grave! When I went to the Wandegeya technical team, the fellow on the second floor looked shifty and gave me no specific answer!
