THE title of the Resident District Commissioner (RDC) and deputies in Kampala Capital City Authority has been changed to Resident City Commissioner (RCC) and deputy Resident City Commissioner (DRCC).
On May11, the secretary in the office of the President Tekla Kinalwa wrote to the concerned officials informing them of their appointments.
“I am pleased to inform you that His Excellency the President has, in accordance with the powers invested under Article 203 (1) of the Constitution of the Republic of Uganda and under section 71 of the Kampala Capital City Act 2010, directed that you be offered appointment as Resident City Commissioner.â€
Alice Muwanguzi is Kampala’s RCC.
The five deputies are William Kintu for Nakawa, Alice Kaggwa for Kawempe, Zainah Muwonge for Lubaga, Rose Kirabira for Central and Kyeyune Lukyamuzi for Makindye.
President Yoweri Museveni assented to the Act on December 28, 2010, which provides for the administration of Kampala by the Central Government and to establish the Kampala Capital City Authority as the governing body of the city.
The act also provides for the election and removal of the mayor and the deputy mayor, appointment of the executive director and provides for the power of the Minister in charge of Kampala to veto decisions of the Authority in certain circumstances and for related matters.
According to the Act, the RCC is appointed by the President and must be a citizen of Uganda, and qualified to be a member of parliament.
In the past, several Ugandans have questioned the academic qualifications of most RDCs some of whom have not attained the senior six certificates, a requirement to be an MP.
However, Museveni has always insisted on loyalty and ability to mobilise people on government programmes and security measures.
