Museveni, Mamdani to debate in Arusha

PRESIDENT Yoweri Museveni and the director of Makerere Institute for Social Research, Prof. Mahmood Mamdani, are expected to attend the first East African Legislative Assembly (EALA) symposium in Arusha, Tanzania.

A statement from the EALA secretariat in Arusha on Wednesday said the symposium will be attended by two former presidents of Tanzania Ali Hassan Mwinyi and Benjamin Mkapa and Daniel Arap Moi, the former President of Kenya.

The symposium that will run from June 30 - July 2 will be held under the theme “A Decade of Service Towards a Political Federation”.

“Mamdani is expected to deliver a paper on ‘Political Federation: Expectations and Challenges’ in a session that will include other panelists,” said the EALA senior public relations officer, Bobi Odiko.

The panelists are the chairperson of National Rainbow Coalition-Kenya, Martha Karua, Prof. Shyaka Anastase who chaired Rwanda’s National Consultative Committee on fast tracking the Political Federation and the chairperson of East African Business Council, Consolata Ndayishimiye.

He said the event, which is being organised by the EALA as part of the celebrations to mark 10 years of its existence, shall be attended by over 150 participants from the political class, civil society, private sector, academia and youth organisations.

Odiko said the key objective of the symposium is to assess the developments since 2001 with a view of capitalising on the outcomes pertaining to the integration process.

He said Museveni and the former presidents of Tanzania and Kenya are expected to deliver papers on the theme “Vision for the East African Community (EAC) Yesterday, Today and Tomorrow.”

“The House session shall then be suspended by the Speaker, Abdirahin Abdi, and reconstituted in to a symposium to allow for plenary discussions and a public discourse,” Odiko explained.

Former secretary general of the EAC, Amanya Mushega, is scheduled to deliver a keynote address on “Catalysing the EAC integration process: A recipe for realisation of the Political Federation.”

Other panelists shall include the former EAC secretary generals, Ambassadors Francis Muthaura and Juma Mwapachu and the current secretary general of the EAC, Dr. Richard Sezibera.
