ERB/UIPE JOINT STATEMENT ON ENGINEERS PRACTICING WITHOUT LICENCES

Background The Engineers Registration Act Cap 271 provides that Engineers licenced to practice in Uganda must be members of UIPE and must be registered with ERB. Before registration the candidates must show evidence of two years of pupillage training and additional two years (atleast) of working under guidance of a Registered Engineer.

The candidates are further required to submit a Career report and a Technical report showing how they have applied engineering principles and knowledge and how they have addressed engineering challenges at work. Preparation of these reports follows a set of guidelines agreeable to ERB and UIPE.

It is only registered Engineers who by law are licensed to practice engineering in Uganda. ERB is the government body that regulates and issues annual practicing licences to Engineers. It annually publishes in the Gazette the names of Engineers it has registered and licenced to practice. UIPE is the institution that prepares Engineers for registration and licensing. Currently there are 1112 registered Engineers on the ERB Registrar.

There are several other qualified engineers who are at various stages of registration under the Joint Assessment Committee (JAC) of UIPE/ERB. There are also many others who have been practicing for several years without getting registered.
