How can sh50,000 cause such a by-election? Museveni wonders

Museveni says if the offertory of sh50,000= can waste such time and resources, "it means that we should revisit such law because we all go to churches and mosques and we give offertory to God not to individuals."

President Yoweri Museveni has said that he will study the judgment of court of appeal that nullified the election of Rukungiri district woman MP, Winifred Masiko which he said has wasted his time and the government resources.

"I did not know the reason which court based on to nullify the elections until today when I was told that it was about the offertory which Winifred Masiko gave to the church while attending church service," he said.

President Museveni said this Tuesday while concluding NRM campaigns in Rujumbura and Rukungiri Municipality at Rukungiri main stadium.

He campaigned in Bwambara, Bugangari, Ruhinda, Buhunga and Rukungiri Municipality. He said that if the offertory of sh50,000= can waste such time and resources, it means that we should revisit such law because we all go to churches and mosques and we give offertory to God not to individuals.

President Museveni added that since the original people who voted Winifred Masiko are alive, they will vote her again and will work on the law later.

"The case that removed Masiko from Parliament is simple, she got genuine votes, but only that she gave offertory, since you're the one who voted her do it again on Thursday and we call it a day," he said.

He added that Masiko was only person who can bring development in Rukungiri. "Last time I was here to show the whole nation that people can get out of poverty, but I was disrupted by the elections, when we finish elections, I will resume and bring more startup money here and we eradicate poverty from this district," he said.

He added that he needs a good leader who can keep reminding him about this pledge so that we can make it fast.

"Now that you created jobs for two FDCs here one for Municipality and Rujumbura, let's keep with other two Paula Turyahikayo and Winifred Masiko who will work for you," he said.

He added that FDCs are not working for the people, they are working for themselves and they are there to disturb the government progrmmes.

"I want to tell you that a lazy member of NRM is better than many members of FDC because that of NRM does not disturb us and block government programes," Museveni said.

He added that money to construct Rukungiri- Ishasha road and a branch to Kanungu Rugyeyo Kisiizi to Rubare are available and the works would start in few months to come.

He said another tarmac road will come from Mitooma through Kashenshero Ruhinda to Rukungiri. Museveni added that he directed Allen Kagina, the executive director of UNRA, to avoid using contractors to maintain their murrum roads instead to use their own people to upgrade and maintain the roads.

He said most of marram roads in Rukungiri district were bad and when he asked they told him that they were in bidding process to get contractors.

"We have enough machine and work force we need to do most of the works ourselves without waiting other people called contractors," he said.

He also directed Chief administrative officers to use well road equipment that were given districts to open all the feeder roads so that farmers can get access to take their produce to market.

In Bwambara sub-county president Yoweri Museveni promised them to extend electricity from Bikurungu to the whole of Bwambara up to Rweshama fishing village.

"When we captured government in 1986, electricity was in Kasese but now it's here, Kanungu and almost in all corners of Uganda apart from few places of Bwambara which don't have and I promise they will get soon," he said.

Museveni said that he was told that people of Bwambara like Karo (Millet) and fish, saying that when your preparing it the stomach cannot complain that you have delayed it, now that power is here at Bikurungu be rest assured that it will reach you.

He also promised to compensate people of Bwambara twice, one for the government taking biggest part of their land and make it national park another compensation will be for the cows which his grandfather used to steal from them.

"I was told that my grandfather with assistance of the guards of Makobole the then king of Rujumbura used to attack Banyabutumbi and steal their cows. I will come make Christians ritual known as Okukaraba using the church so that we become one again," he said.

Museveni said that he will be right to pay back what his grandfather stole from them that's when their relationship will come back.

He also promised to liaise with lands ministry and get land titles for the people of Kikarara who were given part of national park to stay in.

Winifred Masiko praised Minister Chris Baryomunsi for spear heading all her campaign trails in the district. She said the efforts of Chris Baryomunsi, Jim Muhwezi and former security minister Henry Tumukunde are the one that will bring her victory.

She said many people contributed a lot to his two months' campaigns but the three mentioned were   with her from day one to the last rally.

Museveni lashed out at FDCs who were saying that he is old and should leave the power saying that becoming 75years does not meant that you're not capable of doing things.

The time you have been giving me is the reason why we have done so many things in the country. When I completed P8 in 1960 there was only one secondary school, Kigezi college Butobera in the whole of Kgezi but now we have 41 secondary schools in Rukungiri district this is not little development," he said.

He added that NRM has eradicated most of diseases that were killing people like measles and polio though their critics don't see such. Museveni said that he made five big rallies in Rukungiri in one day to show those who were saying that he is old cannot do anything that I can afford it.
